PURPOSE: To provide additional information and clarification to the solicitation documents
for the above-referenced Project.
1. The following information shall become part of the original Request for Proposal
(RFP) for this Project:
A. EXHIBIT C.2 SCHEDULE OF CHARGES (VERIFICATION AND
DOCUMENTATION) shall be deleted in its entirety and replaced with EXHIBIT C.2
(ADDENDUM NO. 2) SCHEDULE OF CHARGES (VERIFICATION AND
DOCUMENTATION.
2. The following questions and answers are provided for additional clarification to the
Contract Documents.
Questions 1 4 are related to the General RFP.
Question 1:
Answer 1:
V. Proposal Preparation, Questions 9-10: Both questions request
confidential information that needs to be provided in separate
envelopes. In order to accomplish this via electronic submission in
BidNet, would you like respondents to provide this information in
document(s) separate from the main response when uploading our
submission.
Upload confidential information as a separate file from the main
proposal, with the word ‘CONFIDENTIAL’ in the filename.

Question 2: Are there any restrictions on utilizing qualified subcontractors or
strategic partners for portions of the work?
Answer 2:
All subcontractors over ten thousand dollars ($10,000) must be
disclosed on EXHIBIT B SERVICE PROIVDER'S KEY PERSONNEL
AND SUBCONTRACTORS LISTING. Thornton will review all
subcontractors and notify the Service Provider if a subcontractor is not
acceptable.
Question 3:
When submitting our response via BidNet, the second tab requires
respondents to provide a Total Bid Price. Please advise how this blank
should be filled out as Exhibit C, Schedule of Charges asks for billable
hourly rates.To provide an accurate Not-to-Exceed (NTE) cost as
requested in Exhibit C.2, we require more information on the project's
scale.
Answer 3:
Bidders shall enter "0.00" in this field. Thornton will ignore this field in
evaluation. Evaluation will be based on the Exhibit C, Schedule of
Charges in the Proposal.
Question 4:
“Section H. Evaluation Criteria, one of the evaluation criteria is “The
proposing firm’s engagement team, including the experience and
resumes of key personnel to be assigned”. However, there is no
mention of resumes being requested in Section V. Proposal
Preparation. Please confirm if resumes should be submitted as part of
our response.
Answer 4: Resumes are not required, but are encouraged to show experience of
key personnel.
Questions 5 19 are related to the Installation/Maintenance/Repair On-Call
Scope.
Question 5: How are work assignments typically distributed among awarded
service providers?
Answer 5: Please reference Exhibit A.1, Section J. Task Authorization Procedure.

Does Thornton anticipate awarding multiple firms for the
installation/maintenance/repair scope, and if so, what factors are
typically used to select a provider for a given task?
Please reference III. NOTICE REQUEST FOR PROPOSALS, Project

INFORMATIONS, Section H. EVALUATION CRITERIA.

Question 7: Are there any historical spend figures, task order volumes, or annual
workload estimates available for the on-call portions of the contract?
Answer 7:
Average workload for fiber maintenance and repair is roughly $20k per
year. We expect an increase in workload after completion of
Exhibit A.2, and all on-call Service Providers will be invited to bid on
these tasks.

Is there an anticipated frequency of emergency response requests
associated with the Thornton Water Project fiber corridor?
TWP fiber corridor is now being built to be completed in 2028 alongside
the new water pipeline. No anticipated frequency of emergency
response has been set at the moment.

Are utility locates, permitting, traffic control, and right-of-way
coordination handled by the City or expected to be managed by the
Service Provider?
These will typically be expected to be managed by the Service
Provider, and addressed as a direct cost in each task assignment.
Question 10: Are awarded Service Providers expected to provide 24/7 emergency
response capabilities, and if so, are there target response times?
Answer 10: Please reference EXHIBIT A.1, Section E. Emergency Response
Time.
Question 11: Does the City anticipate issuing task orders on a time-and-materials
basis, fixed-price basis, or a combination of both depending on the
scope of work?
Answer 11: Please reference Exhibit A.1, Section J. Task Authorization Procedure
Question 12: Are there incumbent Service Providers currently performing these
services, and if so, will those contracts be transitioning into this new
agreement?
Answer 12: There are no incumbent Service Providers performing these services.
Question 13: Exhibit C.1 asks for Additional Labor & Equipment Rate Items. If
additional job titles or equipment types are needed beyond those listed,
may the Service Provider add line items to the schedule?
Answer 13:
Yes, items may be added to the schedule via amendment process
defined in VII. EXHIBIT 2 GENERAL SERVICE AGREEMENT,
Section H. Changes to Service Provider's Scope of Work, Terms, or
Conditions.
Question 14: Exhibit C.1 Unit Price Items references nine (9) unit price items but
does not define what those items should be. Please clarify: (a) what

These are optional and may be completed at service provider's
election.
Question 15: What is the City's review and approval process for Time & Material
invoices, and what is the expected turnaround time and documentation
required for approval?
Answer 15:
T&M approval process is defined in EXHIBIT C.1, Section B.
Application of Compensation Methods; Payment process is defined in
VII. EXHIBIT 2 GENERAL SERVICE AGREEMENT, Section G.

Question 16: Is there compensation provided for on-call availability?
Answer 16: Service provider is only compensated for time spent working on an
active service call.
Question 17: What is the SLA for the repair time. Time frame?
Answer 17: Repair time shall be determined after response and assessment of the
task requirements.
Question 18: Is there a mobilization fee, and if so, how will it be compensated?
Answer 18: Service provider may elect to include desired mobilization fee in the
Unit Price Schedule. All unit pricing is considered during evaluation of
proposals..
Question 19: A.1 Section B requires the Service Provider to furnish all materials.
Please confirm materials will be reimbursed at actual cost plus the
markup percentages defined in Exhibit C.1, and that no separate
material pricing is required at proposal time.
Answer 19:
Materials will be reimbursed at actual cost plus markup percentages
defined in Exhibit C.2. However, if service provider finds it pertinent,
may include common or standard material pricing in the unit price
schedule..
QUESTIONS 20 35 are related to the Verification/Documentation/Testing of
Existing Fiber Scope.
Question 20: What is approximate total route miles of the fiber backbone.
Answer 20: The backbone is approximately 35 miles. Refer to Addendum No.1 for
more information.

Question 21: Will you provide an estimated count of the number of handholes,
manholes, vaults, and splice enclosures?”
Answer 21: This information is not available. This will be a goal of this project.
Question 22: What is the total number of fiber strands to be tested?
Answer 22: This information is not available. This will be a goal of this project.
Question 23: Are there known access challenges or traffic control requirements?
Answer 23: There are no known access challenges. Traffic control may be required
and shall be handled as a direct cost.
Question 24: Will you provide a sample of the existing documentation (e.g., as-
builts, design drawings, splice records)?”
Answer 24:
These are part of Thornton’s network infrastructure and will be
provided to the awarded Service Provider. Thornton deems
information in documents contained in addendum No.1 sufficient to
complete a proposal for this project.
Question 25: The acceptance criteria require "100% strand-level verification of
backbone fibers" and "Minimum 98% OTDR trace completeness.
Does "100% verification" apply to both active and dark fibers?"
Answer 25: Yes.
Question 26: How should physically inaccessible fibers or spans be documented to
be excluded from the 98% OTDR requirement?
Answer 26: Properly document inaccessible fibers with photos, test result of
adjacent strands and other relevant information as evidence.
Question 27: Will manhole access be required?
Answer 27: Yes.
Question 28: Are any splice points aerial??
Answer 28: There are no known aerial splice points.
Question 29: What are the types of existing splice enclosures?”
Answer 29: This information is not available. This will be a goal of this project
