OverviewPost InformationPosted At:Wed, Aug 27, 2025 1:52 PMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryThe City of Richmond, Virginia (the “City”) seeks bids from qualified firms to provide general construction contracting services for the CSO Interim Plan - CSO Outfall 020 Improvements project (the “Project”). The required services include upgrading the existing underground regulator structure to add a motor operated control gate, associated site access improvements, site work, electrical, and instrumentation/controls (the “Work”).
BackgroundVirginia Senate Bill 1064 (the "2020 CSO Law") mandates specific timeframes for the City to develop and implement its Interim and Final Plans, designed to address Combined Sewer Overflows ("CSOs"). In accordance with the requirements of the 2020 CSO Law, the City submitted the Interim Plan Report to the Virginia Department of Environmental Quality (“DEQ”) in June 2021. The City’s Interim Plan listed a total of ten (10) projects that need to be designed and constructed prior to the July 1, 2027 deadline.
This Project, one of the ten Interim Plan projects, improves the existing CSO regulator structure to dynamically control the regulator to send flow to the Hampton-McCloy CSO Retention Tunnel. This upgrade allows the City to optimize the CSO’s 7.2-million-gallon storage capacity, thereby reducing systemwide combined sewage overflow volume.TimelineRelease Project Date:August 27, 2025Pre-Bid Meeting (Non-Mandatory):September 16, 2025, 11:00amDial In: +1 804-316-9457
