Summary

The purpose of the Sacramento County Transportation Development Fee/Transit Impact Fee is to fund improvements to the County’s major roadway, transit, bicycle and pedestrian facilities needed to accommodate travel demand generated by new development in the unincorporated portion of Sacramento County.

Background

The SCTDF originally went into effect in 1988. The Board has adopted a number of updates in the years since, to account for updated development forecasts, changes in transportation project needs, new modeling techniques, and changes in construction costs. The program was most recently updated in 2019. Notable updates included a new credit/reimbursement policy, memorandum of understanding (MOU) with Sacramento Regional Transit (SacRT) to collect and remit Transit Impact Fees, inclusion of internal (within Specific/Master Plan) 4-lane roadways, and ordinance updates. Generally, a comprehensive update is conducted every eight years or when there is a major change (e.g. General Plan Update). SacDOT is initiating this comprehensive update due to that timeline, to account for recently approved and pending specific/master plans, and in consideration of regulatory requirements.
