SIGNAL MAINTENANCE, REPAIRS, AND RELATEDSERVICES1 SECTION I – INTRODUCTION1.1 INTRODUCTIONThe City of Rocklin’s Public Works Department (“City”) is soliciting bids from qualified, licensedcontractors to provide on-call traffic signal construction, repairs, maintenance, and relatedpublic works services for the 2026 On-Call Traffic Signal Maintenance, Repairs, and RelatedServices Project.The City intends to award multiple IDIQ contracts for an annual contract that will be awardedfor an initial term of three (3) years, with up to two (2) optional one-year extensions, at thediscretion of the City, not to exceed five (5) total years.This will be a competitive negotiation process. Qualified and licensed individuals, firms,contractors, or entities ("Contractor (s)" or " Contractor"), that meet the requirements setforth in this Request for Bids ("RFB"), and are capable of providing the services requested areencouraged to participate. One or more Contractors may be selected. City and the selectedContractor(s) will execute a master agreement covering the period of time described herein.When specific on-call services tasks, assignments, or projects ("task") arise under the masteragreement, task agreements will be required for the performance thereof.1.2 BACKGROUNDThe purpose of this Request for Bids (RFB) is to establish a pool of pre-qualified, competitivelybid contractors available to perform work on an as-needed basis. Task orders will be issuedunder the contract when specific projects arise.This RFB allows the City to:• Quickly respond to signal/streetlight failures, knockdowns, and urgent repairs• Complete routine or planned signal/streetlight improvements• Procure labor, equipment, and materials efficiently under a competitively bid contract• Utilize more than one contractor to ensure capacity and coverage1.3 CITY OVERVIEWThe City of Rocklin is an incorporated city with a population of more than 75,000 residents,located in Placer County off of Interstate 80, approximately 22 miles northeast of Sacramento,California. The City of Rocklin is a General Law city operating under the City Council/CityManager form of government.1.4 INSTRUCTIONSThis RFB includes a description of the scope of services, bid requirements, and instructions forsubmitting your bid.
