DescriptionThe Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia intends to issue a Request for Quotations (RFQ) for Fatherhood & Workforce Development Services.
CSOSA seeks contractor support to provide fatherhood education, workforce development, vocational training, employment services, and job retention support for justice-involved individuals under the Agency's supervision. The objective of this requirement is to promote responsible parenting, strengthen family relationships, improve employment outcomes, and support long-term self-sufficiency among participants.
The contractor shall provide evidence-based fatherhood education services through four (4) twelve-week cohorts annually, consisting of one session per week per cohort. Each cohort shall serve up to twenty (20) participants, for a total annual capacity of up to eighty (80) participants. The curriculum shall address topics including parenting skills, co-parenting, healthy relationships, child development, communication skills, stress management, and financial literacy.
The contractor shall also provide workforce development and employment services designed to support participants in obtaining and maintaining employment. Services shall include the development of Individual Service Plans (ISPs), individualized career guidance, identification of training opportunities, training enrollment assistance, job readiness workshops, résumé development, interview preparation, barrier mitigation, employer outreach, and job placement services aligned with participant goals, interests, and career pathways.
In addition, the contractor shall provide structured job retention support for a period of three (3) months following employment placement. Retention services shall include employment coaching, workplace problem-solving, conflict resolution assistance, schedule management support, and employer liaison services, as necessary, to promote successful long-term employment outcomes.
This acquisition is anticipated to be solicited as a Total Small Business Set-Aside under NAICS Code 624310, Vocational Rehabilitation Services.
Local Service Area Restriction
Due to the nature of the services required, including in-person fatherhood instruction, participant case management, workforce development activities, employer outreach, job placement services, and ongoing retention support within the National Capital Region, this procurement is restricted to contractors with an established operational presence within the Washington Metropolitan Area (District of Columbia, Maryland, and Virginia (DMV)).
Offerors shall maintain a physical office and demonstrate service delivery capability within the DMV area at the time of quotation submission. The Government has determined that local presence is necessary to ensure timely participant engagement, coordination with community-based resources, employer partnerships, workforce training providers, and direct support services required under this contract.
Offerors may be required to provide evidence of their local operational presence, staffing resources, and established partnerships within the DMV area as part of their quotation submission.
CSOSA anticipates the award of one (1) Firm-Fixed-Price (FFP) contract. The anticipated period of performance consists of one (1) 12-month base period and four (4) 12-month option periods, for a potential total ordering period of five (5) years.
The solicitation is anticipated to be posted on or about June 4, 2026, via SAM.gov. CSOSA will not distribute hard copies of the solicitation. Interested parties are responsible for monitoring SAM.gov for the release of the solicitation and any subsequent amendments.
All responsible small business concerns are encouraged to submit a quotation in response to the solicitation. Submission requirements, proposal instructions, evaluation criteria, and all applicable due dates for questions and quotation submissions will be identified in Section L of the solicitation.
