REQUEST FOR QUALIFICATIONSExpansion of the City’s Fiber Optic Network – Engineering servicesCity of Johnson City, TennesseeRFQu 6875Due Date and Time:Friday, February 20, 2026 at 2:00 PM ETIn cooperation withTennessee Department ofTransportationPIN 136485.00City of Johnson City, TennesseePurchasing Department209 Water StreetJohnson City, TN 37601423/975-27111 IntroductionThe City of Johnson City is requesting the services of a professional consultant engineering firm toprovide services related to the construction of the expansion of the city's fiber optic network to connectadditional traffic signals along various routes throughout Johnson City. The project shall beaccomplished in accordance with the Tennessee Department of Transportation (TDOT) Local Programsguidelines.The professional consulting engineering firm must be on TDOT’s pre-approved list or have a completedpre-qualification form filed with TDOT by the deadline for the Letters of Interest. The prequalified firmmust have unlimited status.Responsibilities of the professional consultant firm include, but are not limited to:Required Scope of Services•Preparation of National Environmental Policy Act (NEPA) documents.•Survey (where required) and design of a fiber optic networkexpansion.•R-O-W certification•Utilities certificationEstimated Schedule for Performance of Work•Preliminary plans for NEPA. (6 months)•NEPA approved documents (12 months)•Final design (3 months)Phase I EvaluationFor Phase I evaluations firms shall submit letters of interest with firm contact information includingname, address and e-mail of primary contact. The letters of interest shall also include:• Examples of work experience in fiber optic network design for signal communications and videotransmission with TDOT, the City of Johnson City, and/or other clients.• Experience in preparing NEPA documents.• Experience in R-O-W certification.• Experience in Utilities Certification.2From the letters of interest, the City of Johnson City will select 3 qualified firms to submit PhaseII qualifications. From this list the top ranked consultant will be selected.Phase II EvaluationThe City of Johnson City will evaluate the top 3 firms on the following criteria (relative weight):a. Past experience in the required disciplines with TDOT and other clients. (15%)b. Past performance on Local Programs projects (15%)c. Qualifications and availability of staff (40%)d. Demonstration of the ability to meet schedules (10%)e. Demonstration of experience in fiber optic network design (20%)The consultant evaluation committee holds the ability to conduct interviews based on scoring asPhase III Evaluation.Prequalification procedures, example letter of interest, list of pre-qualified firms and certifiedDBEs, TDOT’s standard procurement policy, and additional information can be found at thisinternet address Consultant Prequalification Procedures (tn.gov). Proposals must be signed in ink by an authorized agent or person to bind the contractor to itsprovisions. Electronically submitted signatures are acceptable.2.1.1 Proposal FormatThe technical proposal package should include the following:1. Signed Proposal Form2. General Approach to performing corridor studies3. Project Team and their qualifications4. Three (3) References5. Insurance Checklist6. General Contract Form (for Insurance purposes)7. Drug-Free Workplace AffidavitThere should be no costs submitted with this proposal.2.1.2 Proposal SubmittalProposer can submit electronically per link below or place submittal response in a sealed envelope plainlyidentified on the outside with vendor name and proposal name and number. If submitting paper copies,submit 3 copies of entire response. Proposers are to acknowledge and include anysuch addenda in their proposal.2.4 Economy of PreparationProposals should be prepared simply and economically, providing a straightforward and completedescription of services, qualifications, costs and associated options to meet city’s requirements asoutlined in this document. Emphasis should be on completeness and clarity of content. Proposals mustinclude all requested information, responses and samples.2.5 Incurring CostsThe City is not liable for any costs incurred by Proposer prior to issuance of a contract.2.6 Withdrawal of ProposalsProposals may be withdrawn upon written request received from Proposer prior to the time fixed forreceipt.6
