RFP 2023-03: Senior Center Services for Older or Disabled Adults
GNRC is seeking proposals from non-profit corporations and local governments to provide senior center services for older adults, adults with disabilities, and their caregivers in one or more of the Tennessee counties of Cheatham, Davidson, Dickson, Houston, Humphreys, Montgomery, Robertson, Rutherford, Stewart, Sumner, Trousdale, Williamson, and Wilson. NOTE: Interested parties who have successfully submitted a response to RFP 2023-03 in 2022 need not apply again.

Background1.1 About the GNRCThe Greater Nashville Regional Council (GNRC) is a public agency established by the Tennessee DevelopmentDistrict Act of 1965 and further empowered by Title 64, Chapter 7, Part 1, Tennessee Code Annotated (TCA), asamended (the Act) to convene local and state leaders for the purposes of planning and programming state andfederal investments into public infrastructure and a range of social services. GNRC is owned by and operated onbehalf of its local government membership comprised county governments in the counties of Cheatham,Davidson, Dickson, Houston, Humphreys, Montgomery, Robertson, Rutherford, Stewart, Sumner, Trousdale,Williamson, and Wilson, Tennessee, and all incorporated municipalities and metropolitan governments locatedwithin these counties.GNRC is governed by a regional body comprised of city mayors, county mayors/ executives, state legislators,appointments representing business/industry, and appointments representing minority populations. Services provided include health (including mental and behavioral health), social, nutritional, andeducational services. Senior Centers are funded through the following:o Older Americans Act (OAA) Title IIIB funds, which provides an array of supportive servicesdesigned to allow persons aged 60 and over to reside in the community and in their own homeswith the maximum amount of dignity for as long as possible. Title IIIB services are targeted toolder individuals with the greatest economic need, with particular attention to low-incomeminority individuals, those with the greatest social needs, and those residing in rural areas.Federal funds require a 10% match of local cash or in-kind funds.o State of Tennessee Senior Center Operations funds supplement the operations of MultipurposeSenior Centers in conjunction with federal OAA funding. Eligibility and utilization of statefunding correspond with OAA funding. State funds require a 50% match of local cash or in-kindfunds.• Health Promotion and Disease Prevention Programs (also referred to as Evidence-Based Programming)are designed to improve health and well-being and to reduce disease and injury for persons aged 60and over. Eligible programs must meet all requirements of evidence-based programming as set by theAdministration for Community Living (ACL). More information about these requirements is provided inSection 2.2.
