Description: The Town of Hope Mills (Town) is seeking proposals from qualified, professional consultants who will assist the Town in creating a Safe Streets and Roads for All (SS4A) Action plan (“Plan”) that is the first step in the development and implementation of policies that result in safer roadways for all Hope Mills residents. The Plan will identify existing conditions and historical trends to provide a baseline level of the transportation system safety encompassing fatalities and serious injuries. It will also include an analysis of locations where there are crashes and the severity of the crashes, contributing factors and crash types by relevant road users (motorists, people walking, bicyclists, motorcyclists, etc.). The Plan will also recommend a comprehensive set of projects and strategies, including new policies, guidelines, and/or standards, which are shaped by data, the best available evidence, and noteworthy practices, including stakeholder engagement, to address the identified safety problems.
