Request for Proposals to Use the Public Rights of Way for the Operation and Maintenance of a Cable Television Franchise in Paducah

NOTICE IS HEREBY GIVEN pursuant to Sections 163 and 164 of the Kentucky Constitution that the City of Paducah (the “City”) will consider proposals for a cable television franchise as defined in Ordinance 2020-01-8611 adopted by the Paducah Board of Commissioners on January 14, 2020.

The franchise shall be non-exclusive and allow the franchisee the right to use and occupy streets, public ways, and utility easements for the purpose of installing and maintaining its wires, cables, and associated equipment as necessary for the operation of a cable system. The franchise shall be for a term of ten years and shall be effective on the date it is awarded.

All persons desiring to submit a bid for a franchise to provide cable television services may do so at any time by submitting a sealed hand-delivered or mailed proposal by 3:00 p.m. CT Tuesday, July 15, 2025, to City Clerk’s Office, City Hall, 300 South 5th Street, Paducah, KY 42003. The bid opening will be held publicly on July 15, 2025 at 3:00 p.m. in the Commission Chambers at City Hall.

The City of Paducah reserves the right to reject any and all proposals received and to select that proposal which it determines to be in its best interest.
