The 2021 US Census, AmericanCommunity Survey estimates approximately 4,623 residents. The City of Salem, Missouri, is afourth-class city and operates under a Mayor/Board of Aldermen/City Administrator form ofgovernment, providing a wide variety of public services, including police, parks and recreation, amunicipal airport, street maintenance, electric, water and wastewater treatment services.SPECIFICATIONSThe preferred specifications for implementing cameras at the city park are:-The city of Salem will be responsible for providing 120 volt plug at each camera location.-3 360-degree cameras located in the following locations: Entrance of the Park, ConcessionStands within the softball fields, Playground near splash pad.-The three cameras need to be capable of being live viewed and monitored at the SalemPolice Department Dispatch with an integrated monitor.The City reserves the right to reject any or all proposals submitted, waive any informality orirregularities in the proposals received, and to accept any proposal which, in the opinion of the City,is in the best interest of the City.SCHEDULEEvery effort will be made to adhere to the following schedule regarding this proposal, although itmay be altered at the City’s convenience.Release of advertisements of RFBDeadline for questionsProposal submission deadlineProposal Opening @ City Hall Main Lobby,202 N. Washington St., Salem, MO 65560Final Selection & Board ApprovalFebruary 18, 2026March 18, 2026March 18, 2026, at 3:00 P.M.March 18, 2026, at 3:15 P.M.April 14, 2026BID SUBMISSION AND AWARDSubmissionAll proposals must be received by the City Clerk, City of Salem, Missouri, 400 N Iron Street, Salem,Missouri 65560 prior to 3:00 p.m., Central Standard Time, on March 18, 2026.Proposal opening will be at 3:15 pm on March 18, 2026, at the City Hall Council Chambers, 202 N.Washington St., Salem, MO.• Bids shall be submitted on the forms provided and must be manually signed by theindividual authorized to legally bind the company. Additional documentation may besubmitted with the Bid form.• Bids shall be submitted in a sealed envelope that is clearly marked City Park CameraInstallation on the outside of the mailing envelope.• Bids received after the opening date and time will be rejected.• FAXED/EMAILED BIDS WILL NOT BE ACCEPTED.Cost of Proposal:1. Provide the price that your company will charge the City for providing services as outlinedin the Specifications.2. Any additional fees or costs for the services identified in this RFP that are not included inthe fees presented.Award and SelectionEach proposal will be evaluated based on the following criteria:1. Proposals shall be awarded to the lowest responsible bidder. Proposals shall not beaccepted from, nor contracts awarded, to a contractor who is in default on the payment oftaxes, license, or other monies due the city. All bids received that are submitted byindividuals or businesses with their principal place of business located in Dent County,Missouri, shall be multiplied by a preference factor of .95 awarding the contract for goods orservices.2. The actual bid amount multiplied by the appropriate preference factors shall be termed theadjusted local bid amount. The adjusted local bid amount shall be used in lieu of the actualbid amount in comparing competitive bids.3. In determining “lowest responsible bidder,” in addition to price, the following shall beconsidered:a. The ability, capacity, and skill of the bidder to perform the contract or provide theservice required;b. Whether the bidder can perform the contract or provide the service promptly, orwithin the time specified, without delay or interference;c. The character, integrity, reputation, judgment, experience, and efficiency of thebidder;d. The quality of performance of previous contracts or services;e. The previous and existing compliance by the bidder with laws and ordinancesrelating to the contract or service;f. The sufficiency of the financial resources and ability of the bidder to perform thecontract or provide the service;g. The quality, availability and adaptability of the supplies, or contractual services tothe particular use required;h. The ability of the bidder to provide future maintenance and service for the use of thesubject of the contract;i. The number and scope of conditions attached to the bid.4. The City reserves the right to award all or portions of the project to the company whoseproposal best meets the goals of the request dependent upon funding availability.The City reserves the right to reject all bids. It is the intent and purpose of the City that this RFPprovide fair and equal opportunity for each bidder to submit competitive bids. It is the bidder’sresponsibility to furnish as much detail as possible.
