BID NUMBER: 26-A-003
Separate sealed bids for Southwest Trail: Central High – State Fairgrounds will be received by Pulaski County until 2:00 P.M. local time, Thursday, August 13, 2026, at the Pulaski County Administration Building, 201 S Broadway, Ste 401, Little Rock, AR 72201. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud at this location following the 2:00 P.M. deadline.
The project will generally consist of the construction for the earthwork, erosion control, storm drainage, multi-use trail and other improvements as shown in the Plans & Specifications pertaining to The Southwest Trail: Central High – State Fairgrounds.
A pre-bid conference is scheduled for 10:00 A.M. local time, Thursday, August 6, 2026, at Pulaski County Road & Bridge, 3200 Brown Street, Little Rock, AR 72204. This pre-bid conference is mandatory. Failure to attend the pre-bid conference automatically disqualifies potential bidders.

OBTAINING BID DOCUMENTS:
The bid documents will be available on Monday, July 27, 2026. Bidders may obtain a set of bidding documents from Southern Reprographics, Inc (SRI) as noted above. Cost to obtain the bidding documents shall be borne by the bidder, none of which shall be refunded. The documents obtained through SRI are considered the official version and take precedence if any discrepancies occur. It is the sole responsibility of each subcontractor and each bidder to verify that their bid is based on a complete set of construction documents including all addenda.
Each bid proposal shall include with it a bid security in the amount of 5% of the total bid offered, if the bid is in excess of $50,000. The bidder will be required to submit a bidder’s deposit which includes enclosing a cashier’s check payable to the order of Pulaski County and drawn from a bank or trust company doing business in Arkansas or by a corporate bid bond in an amount equal to 5% of the bid. All bidders shall conform to the requirement of the Arkansas Contractors Licensing Law for Contractors and must be licensed on the day of the bid submittal. There shall be only one (1) bid submitted per State Contractor’s License. Each bid received shall have the license for that bidder. Bid shall be submitted on the form provided by the Owner and shall be delivered in a clearly identified, sealed, opaque envelope. The Pulaski County reserves the right to reject any or all bids and to waive any formalities.
Pursuant to Arkansas Code Annotated § 22-9-203, Pulaski County encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.
The Owner reserves the right to reject any or all responses and waive formalities.
