The Dormitory Authority State of New York (DASNY) is seeking proposals from firms to provide materials testing and special inspection services on various DASNY projects throughout New York State as required per Chapter 17 of the governing project Building Code. Working together with DASNY’s Office of Code Compliance, consultants will provide services that may include but is not limited to testing and inspection of any or all of the following construction specialties: Concrete (cast in place and precast), Structural Steel, Soils, Deep Foundations, Underpinning, Masonry, Spray Fire Restive Materials, Firestopping, Window Testing, Roofing, Curtain Walls, EIFS, Pipe Welding, Non-Destructive Testing, Mechanical and Energy Code Compliance Inspections, Progress Inspections, and Quality Assurance Inspections where applicable.
It is DASNY's intent to enter into contracts with more than one firm to provide services for various projects throughout New York State. Services will be requested and contracted on an as needed basis and the type and value of each project will vary. Selection as a consultant does not guarantee that future work will be awarded.
Interested firms must be able to demonstrate extensive relevant experience providing materials testing and special inspection services specific to building construction; employ an experienced staff with thorough knowledge of their area(s) of expertise; employ New York State registered architects, New York State licensed engineers and individually certified inspectors and technicians experienced in the disciplines covered by the scope of proposed work. Firms are able to submit for full services or as a specialty firm. Full service firms would be considered to provide all inspections listed in the project Statement of Special Inspection or TR forms. Specialty firms possess capability to provide specialized services (eg. Window testing, NDT). Firms will be asked to specify the region they can effectively staff and service DASNY projects (eg. statewide, upstate, downstate, Mid-Hudson region).
DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOB) through its procurement process. As part of this RFP, and consistent with New York State Article 15A and Article 3 of the New York State Veteran Services Law, DASNY encourages all firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified MWBE/SDVOB firm on this contract. Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.

The deadline for responses to the RFP is 3:00pm on June 24, 2026. Responses received after this date will not be accepted.
In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process. The designated staff for this procurement is Matthew Hunt, Email: UpstateRFPCoordinator@dasny.org. Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York. Please refer to DASNY’s website (www.dasny.org) for DASNY policy and procedures regarding this law, or the OGS website (https://ogs.ny.gov/acpl) for more information about this law. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
