IntroductionThe City of Bangor (City) requests proposals to furnish and deliver one (1) airfield maintenancerotary mower FOB Destination to the City of Bangor Fleet Maintenance Division, 481 MaineAvenue. The mower shall be a new, current-year mower furnished and delivered inaccordance with the attached specifications. The City will consider alternate proposals for thepurchase of an unsold previous-year model if it meets or exceeds the requestedspecifications.II. General InformationAvailable at the following web address: www.bangormaine.gov/proposals on the City’s website.By submitting a response to this solicitation, the Proposer accepts the responsibility fordownloading, reading, and bidding by the terms and conditions set forth in the City’s “GeneralInformation for Vendors”.In your proposal, please specify whether you currently have or are in the process ofdeveloping a domestic violence policy. If you do not have such a policy, let us know if youwould like to receive a copy of the City of Bangor's policy as a reference.III. QuestionsAny questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,Friday, March 13, 2026.The City will provide a response by 4:30 P.M. on Friday, March 20, 2026. This response willbe in the form of an addendum, accessible on the City's website. Notifications will be sentwhen new addenda are released. Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient time to bereceived by the Purchasing Department before the submittal deadline. Any proposal, portionof a proposal, or requested proposal revision received at the City Purchasing Departmentafter the time and date specified, will be returned to the Proposer unopened.VI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the date ofopening. All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal inwriting. All costs associated with the withdrawal (i.e. mailing fees) will be borne by theProposer.VII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defects inproposals, or accept a higher cost proposal if it is deemed to be in the best interest of the City.The City also reserves the right to request clarification, of any details, from the successfulProposer.Proposal No. 26-42Page 2 of 5 Airfield Maintenance Rotary MowerVIII. Information for ProposersA. All Federal and State taxes must be excluded from the proposal price. Upon request, atax exemption certificate for the City of Bangor shall be furnished to the successfulProposer.B. The Bid Form, included with this request must be completed and returned for a proposalto be considered.C. The vehicle must be thoroughly inspected, serviced, and ready for use upon delivery. Allwork performed must meet established industry standards of quality to be acceptable.Any unacceptable work must be corrected before payment is issued.D. Any exception to the provisions in section X. Specifications must be itemized on aseparate page titled “Exceptions,” referenced by section, subsection, and number, alongwith a detailed explanation of the exceptions.E. Pages four (4) and five (5) of this request must be completed and returned within theproposal to be considered.IX. AwardThe award will be based on one or more of the following:A. Quality and performance of the vehicle offered.B. Availability of vehicle.C. Prior history and experience with the Proposer and/or prior history and experience withthe vehicle offered.
