Invitation to Bid
Baxter Family Housing Civil Construction
Cook Inlet Housing Authority (CIHA) is accepting sealed bids and must be hand-delivered, mailed, or emailed from responsible and responsive contractors for the Baxter Family Housing – Civil Construction project, located at 4220 Baxter Road, Anchorage, Alaska.
The scope of work for this project includes the contractor to furnish, install and perform all work necessary to complete the Baxter Family Housing – Civil Construction project as described in the contract documents, adhering to all applicable local, state, & federal regulatory codes and standards. The scope of work includes, but not limited to, all demolition, civil & site development, deep utilities and service lines, concrete, hardscape, asphalt paving, road closures & associated permits, etc. in preparation for the proceeding building construction under separate contract. Concrete work scope ends at back of sidewalk on south side of parking. This scope of work shall not interfere with or delay the building construction work which is anticipated to start in June. The selected contractor will need to interface and work with the selected building contractor on sequencing certain tests.
The anticipated start date is approximately May 1, 2025, and the completion date is anticipated to be June 1, 2026.
100% Performance and Payment will be required for the project.
Bids must be hand-delivered or mailed to CIHA at 3510 Spenard Road, Anchorage, Alaska 99503 or emailed to procurement@cookinlethousing.org to be received by the deadline below. Bids received after this deadline shall not be accepted. It is the bidder’s responsibility to ensure its bid is received at the specified location and time.

Public Bid Opening April 17, 2025, 2:15 p.m.Bid documents will be available on CIHA’s website at www.cookinlethousing.org . Plan holders are responsible to check the website for addenda.
Preference. Preference will be given to Minority- and Women-owned and Section 3 businesses. Minority- and Women-owned and Section 3 businesses are encouraged to submit bids. Contractors requesting a preference must submit form HUD 5369-A with its bid.
Equal Employment Opportunity. The Contractor may not discriminate against any employee or applicant for employment because of race, religion, color, national origin, age, physical handicap, sex, marital status, changes in marital status, pregnancy, or parenthood. The Contractor shall post in conspicuous places, accessible to employees and applicants for employment, at the location of the grant project, notices setting out the provisions of AS 18.80.220.
The Contractor shall state, in all solicitations or advertisements for employees to work on this project, that the Contractor is an equal opportunity employer (EEO) and that all qualified applicants will be considered for employment without regard to race, religion, color, national origin, age, physical handicap, sex, marital status, changes in marital status, pregnancy, or parenthood.
The Contractor shall include the provisions of this EEO article in every subcontract relating to this Contract and shall require the inclusion of these provisions in every agreement entered into by any of its subcontractors, so that those provisions will be binding upon each subcontractor.
