Solicitation Description:

The State of Texas, by and through Texas Southern University (TSU), seeks sealed proposals to establish a contract to provide an Organizational Performance Transformation and Continuous Performance Management Platform as needed by the University, in accordance with the specifications contained in this Request for Proposal (RFP).

exas Southern University has identified a sustained pattern of performance gaps across University divisions, characterized by insufficient precision, inconsistent attention to detail, and limited employee ownership of outcomes. Traditional semi-annual and annual performance evaluation cycles have not produced the pace or durability of change required.

The university intends to implement a continuous, metric-based organizational performance methodology through a 12-month embedded engagement, supported where appropriate by a continuous performance management software platform. The engagement will be organizationally placed under the Chief Administration Officer/Senior Vice President (CAO/SVP) and will operate in direct coordination with the Human Resources Office (HRO), with the explicit goal of building sustained internal capability so that the University's ongoing dependence on external consulting support declines over time.
