Request for Statements of Proposal - City Hall Stabilization Project
The City of Paducah, Kentucky, seeks sealed Statements of Proposal (“Proposal”) from qualified professional design services firms (Firm) to prepare and provide appropriate architectural and engineering contract documents (Project Documents) for permitting, investigative studies, design, historic preservation, bidding, and construction administration, observation, and inspection. The firm will assign a project manager to oversee the project and provide regular updates to the city project team. These services are for the City Hall Stabilization Project” (Project). The Project consists of the rehabilitation/replacement of the canopy and support columns in a manner consistent with the building's historic designation, including National Historic Register requirements, and the replacement/rehabilitation of the building's external drainage system.
Submitting firms will ideally have extensive experience in the rehabilitation of historic buildings and in addressing structural issues in large buildings. Firms should have expertise in replacing or retrofitting in-ground building drainage systems. Firms should be able to demonstrate and discuss previous projects that achieved very high levels of customer satisfaction with the design and construction services. Principals of interested firms must be appropriately licensed and/or registered in the Commonwealth of Kentucky to provide the requested services.

A MANDATORY pre-bid meeting will be conducted on Thursday, February 19, 2026, at 10:30 a.m. CST at Paducah City Hall, 300 South 5th Street, Paducah, KY 42003. All interested firms must attend this meeting.

Pre-Bid Meeting: The sign-in sheet of the attendees at the Mandatory Pre-Bid Meetingheld on February 19, 2026, is attached.2. Questions Received: The following are answers addressing questions received frombiddersQuestion 1: Page 1, 1st Paragraph. We assume Statement of Proposal and otherreferences to RFǪ should be understood to all mean Request for A/E Proposal.Correct?Answer: YesQuestion 2: Page 1, 1st Paragraph. We assume that historic preservation requiresour services to provide an Architectural Historic Preservationist for consultation.Correct?Answer: YesQuestion 3: Page 1, 1st Paragraph. We assume that construction administrationshould be understood to mean typical A/E Construction Administration in support ofthe Contract Documents and not taking on the roll of Owner Agent. Correct?Answer: No, Sec 4, No. 7 states a project manager to oversee the entire project lifecycle from planning & design to construction & closeout will be provided by theawarded firm.Question 4: Page 1, 1st Paragraph. We assume that inspection should be understoodto mean Special Inspections that will be required as part of the project and meetingChapter 17 of Kentucky Building Code requirements for very specific structuralinspections. Correct?Answer: YesQuestion 5: Page 1, Last Paragraph. Per the Pre-Bid Meeting, we understand externalwater drainage system should also include water infiltration at the podium and vehicleramp retraining walls. Correct?Answer: YesQuestion 6: Page 2, Section 4, No 2. The documents note it is expected to “meetregularly for design”. What frequency is considered “regularly”?Answer: Minimum monthlyQuestion 7: Page 2, subsection 8. We assume that a Resident Observer is not beingrequested but that there shall be daily visits by the A/E with reports. Correct?Answer: YesQuestion 8: Page 2, subsection 8. We assume that a Construction Manager is notrequested nor is it the A/E to function as Owner’s Agent. However, that theContractor will have daily project supervision and management of the site. Correct?Answer: Sec 4 No 7 – project manager will maintain regular communication withconstruction contractorQuestion 9: Page 3, subsection 6. We assume that the Board of CommissionersPresentation and Project Award is to cover our statement of qualifications and ourproposal basis as it is not possible to present an action plan before Project Award.Correct?Answer: YesQuestion 10: Page 4 - Submittal of Cover Letter. (2) pages of financial information?Clarification of “financial information”requested.Answer: Statement of financial stability can be general or profit and loss statement formost recent quarter.Question 11: Page 6 Section No 7-Finalists. Why was KRS 45A.370 Competitivenegotiation deemed the appropriate statute to base proposal review upon?Answer: Proposal includes construction administration and inspection and thereforedoesn't qualify for non-competitive procurement under KRS 45A.380(3)Question 12: Page 6, Tab D: Cost Proposals. We assume that the proposal shall be alump sum for each project component with a written basis of proposal. In addition,the A/E Hour Rate Schedule shall be provided. Correct?Answer: YesQuestion 13: Based on observations during the pre-bid meeting, we believe thatstructural repair of the degraded concrete podium joists should be added to theproject scope. Is this acceptable?Answer: YesQuestion 14: There is no mention of assessment of existing conditions of either thecanopy of the external drainage services as part of the scope of services. Have thesesystems already been assessed? If so, are those reports available.Answer: Yes, additional assessment will be needed to determine appropriate design, PH 1docs & latest assessment reports will be provided.Question 15: As the City desires that city Hall remain occupied during construction, isit the Owner’s desire that loud,disruptive demolitions take place in the evenings after visitors and staff have left forthe day?Answer: This will need to be addressed on an individual process basis. At times,evening/weekend work may be necessary.Question 16: Because the project involves work on the historic City Hall building,which is listed on the National Register of Historic Places, please describe thesource(s) and structure of the funding being used to support this undertaking.Specifically, identify whether any portion of the project is being financed with federalor state funds, federal grants, or federal approvals that may trigger Section 106review under the National Historic Preservation Act. If federal funding is involved,please outline the anticipated federal agency involvement and the City’s plan forcomplying with Section 106 requirements.”Answer: Funding will be all City Funding. No federal or state funds will be used.3.
