PURPOSE OF THIS REQUEST FOR PROPOSALSThe Sandoval County Board of County Commissioners is accepting proposals for SubdivisionEngineering Services (NIGP Commodity Codes: 91842, 91889). Responses will be accepted inthe Finance Department, Attn: Leslie Olivas, Sandoval County Administrative Offices, 1500 IdaliaRoad, Bldg. D, 2nd Floor, Bernalillo, New Mexico 87004 until 3:00 p.m. (Mountain Daylight Time)on April 16, 2026. Late submissions will not be considered. The Sandoval Board of CountyCommissioners reserves the right to reject any and all responses.B. SANDOVAL COUNTY BACKGROUNDSandoval County is a Class A county located in central New Mexico. It covers over 3,700 squaremiles of both urban and rural areas with a population of approximately 148,800 people accordingthe 2020 census. Sandoval County has a commission/manager form of government. The Boardof County Commissioners consist of five members elected by voters within their respectivedistricts. The County Manager is appointed by the Commission to carry out policy and serve aschief administrative officer.C. SCOPE OF PROCUREMENTThe Sandoval County Planning & Zoning Department is seeking to contract with a qualifiedengineer/consultant for the purpose of assisting, advising and representing Sandoval County. Theconsultation is in regards to, but not limited to: matters relating to the Engineering Requirementsof the County’s Subdivision Regulations, Zoning Ordinance and Flood Damage PreventionOrdinance; and reviewing and analyzing the engineering, terrain and floodplain managementportions of applications received for proposed subdivisions and land developments.D. TERM OF CONTRACTThis Request for Proposal is to contract on a yearly basis with the option to renew the contractannually for a maximum of four (4) years upon satisfactory completion of the Scope of Services.The resulting contract will be a single award. The contract is non-exclusive should a need orconflict arise as determined by Sandoval County.E. PROCUREMENT MANAGER1. Issuance of RFPThis RFP is being issued on behalf of the Planning & Zoning Department.2. Acknowledgement of ReceiptPotential Offerors may e-mail, hand deliver, return by facsimile or registered or certifiedmail the “Acknowledgment of Receipt of Request for Proposals Form” that accompaniesthis document, APPENDIX A, to have the offeror placed on the procurement distributionlist. The form should by signed by an authorized representative of the offeror, dated, andreturned to the Procurement Manager.The procurement distribution list will be used for the distribution of written responses toquestions.3. Mandatory Pre-Proposal Conference and Site VisitThis section is not applicable for this procurement.4. Deadline to Submit Written QuestionsPotential Offerors may submit written questions to the Procurement Manager as to theintent or clarity of this RFP as indicated in the sequence of events. All written questionsmust be addressed to the Procurement Manager as declared in Section I, Paragraph E.Questions shall be clearly labeled and shall cite the section(s) I the RFP or other documentwhich forms the basis of the question.45. Response to Written QuestionsResponses to written questions will be distributed as indicated in the sequence of events toall potential Offerors whose name appears on the procurement distribution list. An e-mailcopy will be sent all Offerors that provide an Acknowledgement of Receipt Form.6. Submission of ProposalsALL OFFEROR PROPOSALS MUST BE RECEIVED FOR REVIEW ANDEVALUATION BY THE PROCUREMENT MANAGER OR DESIGNEE NO LATERTHAN 3:00 PM MOUNTAIN DAYLIGHT TIME (MDT) ON April 16, 2026. Proposalsreceived after this deadline will not be accepted. The date and time of receipt will berecorded on each proposal.Proposals must be addressed and delivered to the Procurement Manager at the addresslisted in Section I, Paragraph E2. Proposals must be sealed and labeled on the outside ofthe package to clearly indicate that they are in response to the Subdivision EngineeringServices RFP #FY26-SCPZ-03. Proposals submitted by facsimile or other electronicmeans will not be accepted.A public log will be kept of the names of all Offerors that submitted proposals. Pursuantto NMSA 1978, § 13-1-116, the contents of proposals shall not be disclosed to competingpotential Offerors during the negotiation process. The negotiation process is deemed to bein effect until the contract is awarded pursuant to this Request for Proposals.7. Proposal EvaluationAn Evaluation Committee will perform the evaluation of proposals. This process will takeplace as indicated in the sequence of events, depending upon the number of proposalsreceived. During this time, the Procurement Manager may initiate discussions withOfferors who submit responsive or potentially responsive proposals for the purpose ofclarifying aspects of the proposals. However, proposals may be accepted and evaluatedwithout such discussion. Discussions SHALL NOT be initiated by the Offerors.8. Finalize Contractual AgreementsAny Contractual agreement(s) resulting from this RFP will be finalized with the mostadvantageous Offeror(s) as per schedule, Sequence of Events or as soon thereafter aspossible. This date is subject to change at the discretion of the Sandoval County. In theevent mutually agreeable terms cannot be reached with the apparent most advantageousOfferor in the time specified, the County reserves the right to finalize a contractualagreement with the next most advantageous Offeror(s) without undertaking a newprocurement process.9.
