Bid Title: Integrated Solid Waste Management Facility - Professional Engineering Services
Category: Request For Proposal (RFP) Status: Open Description: The City of Bristol, Virginia, invites qualified firms to submit proposals for the professional engineering services listed below relative to the City of Bristol’s Integrated Solid Waste Management Facility (ISWMF).
The ISWMF located within the City of Bristol, Virginia, consists of various municipal solid waste management units, including three (3) solid waste landfills: SWP 221, SWP 498, and SWP 588. The landfills are equipped with a Landfill Gas (LFG) collection system, which ultimately discharges to a permitted landfill blower flare system.
The SWP 588 LFG collection system currently consists of fifty-nine (59) wells, of which approximately half have been equipped with dedicated pumps to keep them dewatered to enhance gas collection.
Additional systems include equalization tanks for leachate treatment, a benzene treatment system, a sidewall odor mitigation system (SOMS), and an emergency generator.
Proposals will be reviewed and evaluated, and through competitive negotiation, a contract will be established for those professional services. The professional services listed herein will be limited to the Solid Waste Department.

Advise management of the necessary goods and services needed regarding themaintenance of the ISWMF, to include the landfill gas system, gradient pump system,and leachate pump system.Assist management with procurement of any goods or services advised as necessary.H. Assist management with the procurement of all necessary services relating to themaintenance of the entire gas system.I. Other professional engineering services relating to the ISWMF as necessary.4. CITY’S RESPONSIBILITIESThe Proposal submitted must contain a listing of responsibilities to be assumed by theCity of Bristol, Virginia, in order to accomplish the optimum relationship between theowner and offeror. For initial consideration in preparing a proposal, data that the citymaintains includes orthotopography, planimetrics, permitting and constructiondocuments, monitoring and test data, weather records, and correspondence and inspectionrecords from the Department of Environmental Quality.5. OFFEROR’S RESPONSIBILITIESThe proposal submitted should contain a copy of the Offeror’s terms and conditions bywhich work will be performed. Particular attention should be given to conditions in thisRequest for Proposals that may affect the normal terms and conditions set forth in a formagreement, if such form agreement is normally employed by the Offeror. If such form isto be used, a copy is to be submitted with the Proposal submitted.6. SCHEDULEProposals should be based on a schedule that allows for adequate review and familiaritywith each item within the Scope of Services, but with the inherent understanding thattime is of the essence. A reporting schedule will be developed with the Offeror tomaintain consistent communication and provide assurance that the Owner’s expectationsare being met.7. OFFEROR’S EXPERIENCEThe proposal submitted must contain a detailed narrative explaining the Offeror’sbackground and experience with other projects similar to this Request for Proposals.Comprehensive knowledge of a broad spectrum of solid waste management projects andexpertise in assisting other governmental or private sector units to implement permitting,design, construction, monitoring, and testing programs is strongly preferred. Preferencewill be given to firms with significant experience in providing the requested type ofprofessional services to local government. Preference will also be given to firms with theability to perform all, or the majority of basic services in-house.5
