the attached bid document, including the use of security and bonds, required and
forbidden contract terms, etc. As stated in the Code, by submitting a proposal, the vendor
agrees that the Code governs this procurement from solicitation through completion of
the resulting contract, including disputes, if any. ACCESS TO CODE. For 24/7 access
to the Orangeburg County Procurement Code which governs this procurement, please
visit https://www.orangeburgcounty.org/244/Procurement. In addition, a copy of the
Code is available for review without charge at the Office of the Procurement Director. If
neither of those options meets your needs, a hard copy of the Code is also available for
purchase at the Office of the Procurement Director. Failure to be familiar with the code
does not absolve the submittal entity from compliance with the code. And will disqualify
that entity if found in violation of the code.
METHOD OF SOURCE SELECTION
The source selection method applicable to this procurement is Competitive Sealed
Proposals, §5-301 of the Code.

SCOPE OF WORK & SERVICE LOCATION
The Scope of Work is generally described as the performance of all landscape maintenance
necessary to keep the landscaping at the specified sited (cumulatively referred to as the “Service
Location”) in substantially similar condition to the condition of the sites when the contract term
begins. Without limiting that description of the Scope of Work, the following information
highlights work that the Owner requires the Contractor to perform as part of the Scope of Work.
1. GENERAL REQUIREMENTS
The Contractor shall provide timely and professional services in accordance with the
requirements and provisions specified herein.
The Contractor shall work closely with the Orangeburg County Building
Maintenance Division to assure quality landscape maintenance and litter control.
The Contractor shall employ workers who are competent and properly trained to
perform the required work. Employees of the Contractor shall not be considered
employees of Orangeburg County.
The Contractor shall be responsible for supervising the work to assure compliance
with all requirements specified herein.
The Contractor shall provide by the first of each month a schedule of all regularly
scheduled maintenance activities, as well as additional services stated herein, to
include spraying for insect/disease control, application of seed and fertilizer,
applying pine straw, major pruning and any other required tasks planned for that
month. The County will provide written approval of the scheduled activities via
signing the schedule provided by the contractor.
Prior to execution, the Contractor shall make written requests for any changes to the
approved maintenance schedule. The County will provide written approval of any
such changes.
2. LITTER CONTROL
Litter shall be defined as paper, cardboard, landscape debris, cigarette butts, bottles,
cans and any other miscellaneous item as determined by the County.
The Contractor shall be responsible for removing all litter and debris prior to mowing
and performing any other landscape services.
All litter shall be disposed of at the Contractor’s cost and shall be properly disposed
of.
Litter shall be picked up weekly at the Orangeburg County/City Industrial Park and
shall be properly disposed of.

3. IRRIGATION
The Contractor shall be responsible for upkeep and maintaining the irrigation systems
(must provide at least 3 references)
The Contractor shall be responsible for the winterization of all irrigation systems to
include backflow and other required valve isolations as needed
The Contractor must be able to respond to all calls requiring immediate assistance
within 30 minutes. (Issues such as irrigation system leaks and any other landscaping
issues as deemed as emergency by County Personnel)
The Contractor shall be responsible for correcting safety issues to include
replacement of missing irrigation box covers; exposed lines and other items related
to the irrigation systems. If items cannot be repaired immediately, contractor shall
put up safety barriers and notify the Buildings and Grounds Department before
leaving the premises.
4. TURF CARE
All turf areas shall be maintained to always recognized industry standards for commercial
properties. The quality of turf is to be determined by density, color, and uniformity.

All non-sports turf will be mowed to a height that is best for its variety
B. Fertilization
Professional grade fertilizers will be applied (6) times per year during the months
shown below. The container shall use a fertilizer ration that will be most beneficial to
the turf, depending on the time of application.

April 33% Slow-Release Nitrogen (3-1-3)
May and September 25% Slow-Release Nitrogen (1-0-1)
June 33% Slow-Release Nitrogen (2-0-1)
C. Edging and Trimming
Mechanical edging along sidewalks, curbs, and bedding area will be performed at each
visit. Turf shall be kept away from the base of trees in at least a six-inch radius to help
prevent mechanical damage. Edges along fence lines, walks, structures, etc. will be
kept trimmed or sprayed so unsightly tufts along edges to not distract from the
appearance of the site.
