Sealed Bids - Plank Road Structure Replacement Project

Sealed proposals for the Lackawanna County Plank Road Structure Replacement Project will be received at the Lackawanna County Government Center, 123 Wyoming Ave., 2nd Floor, Controller's Office, Scranton, PA 18503, until 11 a.m. on Feb. 5, 2026. Bids will be publicly opened and read aloud the same day in the Commissioners Conference Room, 5th floor, at 2 p.m.

The contract documents may be obtained electronically by registering with Sarah Booher of GPI at sbooher@gpinet.com .  Bids must be submitted upon the forms furnished by the county.

There will be a mandatory pre-bid meeting held at 10 a.m. on Jan. 22, 2026.  Meeting information will be emailed to registered plan holders.

Scranton, PA 18503 until 11:00 am on February 5th, 2026; bids will be publicly opened and read aloud the same day in
the Commissioners Conference Room, 5th Floor of the Lackawanna County Government Center at 2:00 pm.
The Contract Documents may be obtained electronically by registering with Sarah Booher of GPI at
sbooher@gpinet.com. Bids must be submitted upon the forms furnished by the County. Only registered Bidders will
be on record to receive Addenda.
There will be a mandatory pre-bid meeting held at 10:00 A.M. on January 22nd, 2026. Meeting information will be
emailed to registered plan holders.
This project was financed in part by a grant from The Pennsylvania Department of Transportation;
Multimodal Transportation Fund Grant Program.
Bidders must be PennDOT Prequalified as specified in section 102.01, of Publication 408. Contractors
qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications and as specified
in section 108.01, Publication 408. A Prequalification Certification and Applicable Capacity Rating assigned by the
Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this
project.
The Bidder, in accordance with the President’s Executive Order 11246, will be required to ensure that
employees and applicants for employment are not discriminated against on the basis of their race, color,
religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of
services. Bidders are advised that PA Prevailing Minimum Wage Rates must be paid to workers employed on this
project and are incorporated in the Contract Documents. These wage rate requirements are applicable to this contract
for the entire duration of this project.
Notice is hereby given that this project is a Public Works Project and is subject to applicable provisions of the
Pennsylvania Human Relations Act of October 27, 1955, P.L., 744 and the Pennsylvania Prevailing Wage Act No. 442
of August 15, 1961, as amended on August 9, 1963.
The bid must be accompanied by a certified/cashier's check or Bid Bond in the amount of ten percent (10%) of the bid
amount, made payable to Lackawanna County. The County reserves the right to reject any or all bids or portions
thereof or to waive any informalities in the bidding. If written notice of the acceptance of this Bid is mailed or
delivered to the bidder within sixty (60) days after the opening thereof, or at any time thereafter before the Bid is
withdrawn, the bidder agrees to execute and deliver the Agreement in the form prescribed Lackawanna County.
Bids shall be submitted in a sealed envelope containing Bid, Bid Bond, and other required forms and shall be addressed
to Lackawanna County Controller's Office, and shall be plainly marked with the wording, "Bid for Lackawanna
County Plank Road Structure Replacement Project”.
