competitive sealed bids through theInvitation to Bid process to establish a contract for the purchase of Wastewater Treatment Chemicals tobe used in the Massanutten Wastewater Treatment Plant located at 1550 Resort Drive, McGaheysville,VA 22840.2.0 BACKGROUNDRockingham County is located in the center of the beautiful Shenandoah Valley of Virginia. Nestledbetween the Blue Ridge Mountains on the east and the Alleghenies on the west, the County is locatedalong the Interstate 81 corridor and only a two-hour drive to Washington, DC. Rockingham County is thethird largest county in Virginia and encompasses the Harrisonburg-Rockingham metropolitan area.The wastewater plant is permitted to treat 1.5 million gallons per day but averages approximately 600,000gallons per day. It currently serves about 2,275 connections.3.0 SCOPE OF WORKRockingham County is looking to establish a contract to purchase water treatment chemicals for a three-year period with an option of 2 one-year renewals.All prices shall be F.O.B. Destination and include all charges that may be imposed in fulfilling the terms ofthe contract. The contractor agrees that for unit price contracts, prices shall remain firm for 365 days. Ifthe price is increased after 365 days, the unit price may be increased only upon approval of a writtenrequest to Rockingham County. Upon receipt of the Contractor’s request, the County shall make adetermination to approve or adjust the requested price increase based upon its investigations and theinformation provided by the contractor. Price increases will not exceed the increase in the Consumer PriceIndex for the preceding calendar year.All deliveries will be made to 1550 Resort Drive, McGaheysville, VA 22840 between the hours of 7:00 AMand 2:00 PM, Monday through Friday. Deliveries will be required to connect via a 2” fill line andpump/discharge the chemical themselves. The wastewater plant will not provide a pumping system.4.0 BID PREPARATION AND SUBMISSIONBidders are required to submit the following items as a complete bid:1. The completed signature sheet (see 7.0 Signature Sheet).2. The County is not liablefor any cost incurred by the bidder prior to issuance of a contract.Rockingham County reserves the right to reject, on arrival at destination or at delivery, any delivery whichdoes not conform with the specifications of this ITB. Chemicals offered below the listed specifications willbe considered unacceptable.For questions, please contact:Tim Harris- Treatment Operations Manager(540) 289-6376tharris@rockinghamcountyva.gov5.0 EVALUATION AND CONTRACT AWARDBids will be opened at the time and place stated in the Invitation to Bid or as modified by subsequentAddenda, and their contents publicly announced. The Purchasing Agent shall decide when the specifiedtime for bid opening has arrived. No responsibility will be attached to any officer or agent for thepremature opening of a bid not properly addressed and identified. The provisions of §2.2-4342 of the Codeof Virginia shall be applicable to the inspections of bids received.The Contract, if awarded, will be awarded to the lowest responsive and responsible bidder, if any,provided his bid is reasonable and it is in the best interest of the County to accept it and subject to theCounty’s right to reject any and all bids and to waive informality in the bids and in the bidding.Determination of the lowest responsible bidder, if any, will be based on the total bid amount entered onthe Bid Form. Where the sum of the values entered in the multiple parts do not agree with the total bidamount, the total bid amount entered on the Bid Form, including any properly submitted bidmodifications, shall take precedence. In the event that the total bid from the lowest responsible bidderexceeds available funds, the County may negotiate the total bid amount with the apparent low bidder toobtain a contract price within available funds, pursuant to §2.2-4318 of the Code of Virginia.5|Page
