THIS IS AN INFORMATIONAL NOTICE ONLY

THIS NOTICE IS ISSUED AS A PRE-SOLICITATION NOTICE FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal, nor does it represent any commitment by the Government. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist.

The 502d Trainer Development Squadron (TDS) requires contractor support to research, analyze, design, develop, fabricate, integrate, test, deliver, and install simulators, simulator systems and associated components. The contractor will be responsible for providing all materials and hardware for this effort to complete the systems integration projects. As well as movement and modification of aircraft in order to design, develop and fabricate mock-up simulators. Accountability for managing projects in coordination with the 502 TDS will reside with the selected contractor.

This requirement, Trainer Developer 3 (TD3), is anticipated to be issued under Request for Proposal (RFP) 47QFWA24R0017 as a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract, which will include labor rates for use in Firm-Fixed-Price (FFP) and Time and Material (T&M) orders. Orders will be issued by General Services Administration (GSA) Contracting Officers (COs) on a FFP or T&M or hybrid basis as applicable. Projects issued under this contract on individual orders may be severable or non-severable depending on the specific order scope of work/requirement. Additionally, orders may include option periods that may extend beyond the period of performance of the base contract for a maximum period of five (5) years.

The applicable NAICS code for this requirement is 333310 Commercial and Service Industry Machinery Manufacturing with a size standard of 1000 employees. The RFP will be accessible via sam.gov in the “Contracting Opportunities” section.

The RFP is anticipated to be posted on or around Nov 1st, 2024. Potential Offerors are responsible for monitoring this site for release of the RFP package and any amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clauses 52.204-7 and 52.204-8. Additionally, all offerors shall also be registered in ASSIST as proposals must be submitted through the ASSIST system. Instructions for ASSIST Contractor Registration are attached to this notice. No paper copies of the solicitation will be mailed, and telephone requests will not be honored.
