REQUEST FOR PROPOSAL (RFP)PARK CONCESSION STANDPURPOSE OF REQUEST:The City of Owasso (City) is inviting qualified vendors to submit a Proposal relating to theoperation and management of mobile concessions at Funtastic Island in the City of Owassofrom April 1, 2026, through October 31, 2026.RFP TIME SCHEDULE:Deadline for Proposals:Preliminary Selection:Award Agreement:March 6, 2026March 10, 2026March 12, 2026SITE INFORMATION:The City intends to seek a private entity to provide concessions at the following facility:Funtastic Island: Located at 10320 East 116th Street North, Owasso, 74055- Amenities include Playground, Splash Pad, Picnic Shelter, and Restrooms.SCOPE OF SERVICE : Administer, manage, and oversee operations of mobile concession facility. Routine maintenance and repairs of the facility as needed. Maintain the cleanliness and sanitation of all surrounding areas of the mobile concessionfacility, including the park playground area and parking lot. Collect all waste, daily, from the areas mentioned above, including the trash receptaclenear the concession stand, and dispose of it off-site in a public dumpster. Purchase and maintain a sufficient inventory of products to serve patrons at the designatedlocation.CONCESSION FACILITY :1. The City of Owasso will provide a designated space in a pre-determined location in thepark.2. Vendor will supply a mobile concession facility, in the form of a self-contained concessiontruck or trailer.3. Vendor will place the mobile concession facility in the designated location daily, beginningon the first day of operation (April 1, 2026) through the last day of operation (October 31,2026).4. Vendor must agree that the City shall have the right to inspect the Vendor’s concessionfacility/facilities and operation at any time and as often as is necessary for the City’sjudgment.5. Vendor shall have complete control over the operation of the mobile concessionfacility/facilities subject only to the obligations of the agreement and applicable law.6. Vendor must accept the location in “as is” condition and containing whateverappurtenances that may be contained therein or thereon.Page 2 of 4OPERATING HOURS1. The facility must operate from April 1, 2026, through October 31, 2026.2. Specific operating hours may be decided by the vendor, subject to approval from the City,provided that the facility is in operation for a minimum reasonable time period each day.3. Maximum hours of operation parameters are 10:00 AM – 10:00 PM.4. Operating hours must be published on the mobile concession facility and consistentthroughout the agreement term.OPERATING COSTS1. Vendor will be responsible for all operating costs for the mobile concession facility.2. The City of Owasso will not provide electrical or water service.3. Operating costs are envisioned to include, but are not limited to, utilities, cleaning, routinerepairs, routine maintenance, and trash removal.OPERATING AGREEMENT1. The City of Owasso intends to enter into a concession agreement whereby the vendorwould operate the mobile concession facility and pay the City of Owasso a monthlyconcession fee, as proposed by the bidder, in addition to a minimum base rent of$250/month.OPERATING REQUIREMENTS :1. Vendor must acquire and maintain all necessary permits and/or licenses to engage in theconcession business during the agreement term.2. Vendor will maintain the highest sanitation requirements and meet or exceed OklahomaHealth Department standards and codes.3. Vendor shall be wholly and solely responsible for vendor’s agents, servants, andemployees, and shall furnish such Workers Compensation, Unemployment, and otherinsurance coverage as may be required by applicable law.4. Vendor shall furnish whatever uniforms, tools, or equipment required by vendor orvendor’s agents, servants, or employees.5. Vendor shall produce and maintain a suitable and sufficient liability insurance policy in anamount not less than $100,000.00 per claim and $500,000.00 per occurrence, coveringany losses or injuries that may occur as the result of acts or omissions by the vendor orvendor’s agents, servants, or employees while operating the concession facility. Suchinsurance shall include, but not be limited to, losses or injuries resulting from thepreparation, handling, storage, supply, or delivery of products designed for humanconsumption.6. Vendor will be responsible for all applicable federal, state, and local taxes for all productssold and any federal and state taxes for themselves and any employees they mightemploy.7. The vendor will ensure that all insurance coverage required by the agreement will be withinsurance companies licensed to do business in the State of Oklahoma and in goodstanding with the State Insurance Commissioner’s office on the agreement's effectivedate.OPERATING SPECIFICS :Page 3 of 41. Glass containers shall not be distributed to patrons at any time or for any reason.2. Vendor must submit the concession fee and base rent payment to the City on the first ofeach month by 4:00 pm at City Hall.3. If the vendor chooses the percentage of Gross Monthly Revenue as the concession fee, amonthly financial statement including gross revenue and expenditures must accompanypayment, and explain how the percentage payment was calculated.4. All financial documents, records, and detailed accounts of financial operations shall beopen to the City’s Finance Department for review and/or audit.5. The Term of Agreement shall be for one (1) season, April 1st - October 31st, with the optionof renewal upon compliance.6. Vendor must agree to and comply with all agreement terms.INSTRUCTIONS TO VENDORS :1. All proposals should be sent or delivered to the City of Owasso’s Recreation and CultureDepartment – 200 S. Main Street, Owasso, Oklahoma, 740552. All proposals should be clearly marked in the lower left-hand corner: RFP – Park MobileFood Concession Facility. All proposals must be received by 11:30 a. m. on March 6,2026. No faxed or telephone proposals will be accepted.3. Proposals should be prepared simply and economically, providing straightforward,concise descriptions of provider capabilities to satisfy the requirements of the request.4. All proposals must include the following information:a. The name, local address, and phone number of the organization and/or individualsubmitting a proposal for this agreement.b. A complete description of your organization, including qualifications andexperience concerning concession administration and vending management.c. Names of the principals of your organization and the résumés of each. Identifythe principal who will be in charge of the administration.d. Details of the competencies for each item previously identified under “SCOPE OFSERVICE” and include a commentary that evidences the ability to completerequirements.e. A list with a detailed explanation of the equipment vendor will be providing andutilizing at the site.f. Proposed menu and prices for concession items or criteria by which future pricingwill be determined.g. Hours and days of operation (not to exceed 10:00 AM -10:00 PM).h. Proposed concession fee to City (percentage of Gross Monthly Revenue, orproposed flat monthly fee).i. Proposed base rent to City (no less than $250/month).Page 4 of 4j. Respondents shall submit the proposal in a bound submittal in 8-1/2” x 11”.The response shall be limited to twenty (20) single-sided pages, not includingresumes.The City of Owasso reserves the sole right to evaluate the submittal, waive any irregularitiestherein, select candidates for submittal of proposals, or reject any and all organizations thatsubmitted should it be deemed for its best interest. Once the proposals are reviewed, negotiationswill begin and continue until an agreement can be reached. Interviews may be required for thefinal selection.PROPOSAL EVALUATIONThe RFP submittal will be evaluated on the following: Experience, qualification, and knowledge Established awareness of the significance placed on involved responsibilities regardingcleanliness, sanitation, and disposal Recognized understanding of all required terms of operation previously described Quality of service and development potential Compensation to the CityThe City wishes to thank you in advance for your interest and submission of your RFP.
