Project Description: The FasTrak® program is an Electronic Toll Collection (ETC) system, which allows patrons to pay their tolls electronically at toll bridges and express lanes in the greater San Francisco Bay Area. A Regional Customer Service Center (RCSC) was established as part of the program.
To pay tolls electronically, patrons need to establish a prepaid FasTrak® Account, which allows them to fund their accounts for future tolls. FasTrak® patrons are issued a toll tag, which is placed inside their vehicle. Additionally, patrons have the following options to pay for future tolls:
• License Plate Account (LP) - allows patrons to establish a prepaid or post-pay account without a toll tag.
• One-time Payment Account (OTP) - allows infrequent travelers to pay for toll crossings, in advance, without registering an account. All OTP accounts are cleared every 30 days.
• Toll Invoice (bridge tolls only) - will accumulate 30 days of toll transactions and bills the customer every 30 days based on registered license plate information.
As of January 2021, all Bay Area toll bridges were converted to All Electronic Tolling. Bridge tolls can be paid using a FasTrak® Account, LP Account, or OTP Account. If a patron does not have any active account, they will be sent a Toll Invoice for all outstanding bridge tolls. Any unpaid Toll Invoices after 30 days are sent violation notices.
In addition to collecting tolls for the Bay Area bridges, the FasTrak program also collects tolls for the regional express lanes in the Bay Area. The express lanes can be paid for using a FasTrak® Account or LP Account. If a patron does not have any active account, then a Toll Violation notice will be sent based on registered license plate information.
Currently, patrons may use cash, check, or payment card (credit or debit) as a payment method to fund and replenish their accounts, pay for Toll Invoices, and pay for Toll Violations.
The purpose of this RFP is to solicit payment card (credit and debit) processing services for the FasTrak® RCSC.
