1 BIDDING REQUIREMENTS1.1 INVITATION TO BIDSealed proposals will be received at the office of the San Juan Water District, located atSan Juan Water District, 9935 Auburn Folsom Road, Granite Bay, CA 95746, until 1:00 PM localtime on March 4, 2026, or such later date as may be set by addendum, and then will be publiclyopened and read for the construction of the following public works project:HINKLE RESERVOIR TEMP TANKS REMOVAL PROJECTThe contract documents for the Project, including the public works construction contract,instructions to bidders, bid forms, and plans and specifications, may be examined at the Districtoffice, with prior notice to the District’s representative, located at 9935 Auburn Folsom Road,Granite Bay, CA 95746. An electronic copy of contract documents may be obtained from thewebsite www.publicpurchase.com. Bidders must comply with the Instructions to Bidders.The District will hold a Mandatory pre-bid conference at the site of the project, 9935Auburn Folsom Road, Granite Bay, CA 95746, on February 18, 2026, at 10:30 AM. It issuggested that each prospective bidder review the bid documents and project site prior to the pre-bid conference. Each prospective bidder shall be required to attend the pre-bid conference. Bidsfrom any bidder not attending this conference will be rejected as non-responsive. Any questionsmay be addressed in writing via e-mail to the District representative. The required bonds must beprovided only by a surety insurer who is admitted to do business by and in good standing with theCalifornia Department of Insurance.Bidders are hereby notified that in accordance with Public Contract Code section 22300,securities may be substituted for any monies that the District may withhold pursuant to the termsof this Contract to ensure performance.Hinkle Reservoir Temp Tanks Removal Project1-1February 2, 2026The successful bidder must possess the following classification or type of contractor'slicense issued by the California Contractors State License Board: Class A, General Engineering,or Class C-21, Building Moving/Demolition.To be qualified to bid on this Project, bidders must be registered and qualified to performpublic work with the Department of Industrial Relations pursuant section 1725.5 of the LaborCode. All subcontractors listed in a qualified bidder’s bid as performing any portion of the workalso must be registered and qualified with the Department of Industrial Relations.Bids that equal or exceed $1,000,000 must be accompanied by an Iran Contracting Actcertification in the form provided in section 1.9.The attention of bidders is directed to the requirements and conditions of employment tobe observed and prevailing wage rates to be paid to all workers employed under the Contract inaccordance with Labor Code sections 1770 and following. Copies of the prevailing rate of perdiem wages are on file at the District's office, and will be made available to any interested partyon request. In accordance with Labor Code section 1771.4(a)(1), this project is subject tocompliance monitoring and enforcement by the Department of Industrial Relations.The District reserves the right to reject all bids. Any bid not conforming to the intent andpurpose of the Contract Documents may be rejected.
