Filecompression is recommended. We would allow file sharing, may require our IT to assist.We have options for a contract. However, nothing will go longer than 3 years generally. Forexample, 1 year w/ 2 option years, or 3 years w/ 2 option years. Plan on this RFP for the 3+2.This RFP evaluation will reflect higher on security features. Accountability, no losing, limitdamage, and less intrusive to deputies. As an example, how are tablets secured, locked, etc.Average Daily Population (ADP), Pueblo County Jail.The average daily population in 2025 was 428, this year was an exception andnot the normThe real numbers have run as low as 396, and as high as 544 dailyThe ADP of the last 5 years is 465The Pueblo County Detention Bureau currently partners with some of the following vendors tobe used with inmate tablets.ICSolutions (tablets/phone calls, visits)Trinity Services (kitchen)Keefe (cash & bonding, commissary/trust)Motorola/SPILLMAN records management systemThe new Jail Internet Service Provider (ISP) is Segra.Current jail contracts will not be provided. If a bidder requires this information a Colorado OpenRecords Act (CORA) request will need to be completed with Pueblo County Purchasing.Current jail commission number specifics will not be provided. At this time, wewould not consider changing due to our programs. If an app is compatible with Edovo platform,we could discuss further, but that verification is needed in the proposal upfront.Tablet equipment needed for new facility12 housing units with 56 double bunk bedsCharging units in each housing unit for 56 tablets, to start1 charging unit & tablets in medical (8 cells)1 Redundant phone unit per housing unit1 redundant table kiosk per housing unit2 phones (only) jail intake8 video visiting kiosks (lobby)Currently tablets for 450 inmates, plus 25% and a reserve of 50 tablets onsiteCurrently, we maintain an onsite full time FTE with our current vendor. Due to issues that mayarise from tablet use, we will require this position as described.Records Management System (RMS)Tablets are separated from the RMS system with the inmatesBilling information is needed on the back side to keep the inmate informed ofbalance and fees to tabletTablets rates (phone/visits) comply with the Martha-Reed Act and are in accordance with FCC &commissions.Phone .12 cents/minuteVideo Visits .19 cents/minutePage 3 of 4.02 cents commission/recoveryAdditional commissions; Entertainment & MessagingCurrent commission will not be provided in RFPBilling with current tablet provider and partnersPhones, visits, & entertainment monthlyCommissary & hot foods weeklyOct – Dec 2025 total commissions $26,825.09Commissions made are deposit into the county general fundsVideo visits and phone calls have no limit.
