REQUEST FOR PROPOSALSFOR THECITY OF ALPENAPlumbing Contracted ServicesDecember 2025Prepared By:City of AlpenaEngineering Department208 N. First AvenueAlpena, MI 49707(989) 354-1730Project OutlineThe City of Alpena is seeking proposals for as needed HVAC and Plumbing services.Work will include, but not be limited to the following:• Interior reconnection of water services as part of the State of Michigan Leadand Copper requirements.• Emergency Repairs to plumbing and mechanical services within variousCity Buildings• Replacement of water and sewer services on an as needed basis.Proposed WorkThe contractor shall perform work as directed by the engineer in accordance with thefollowing specifications:• All Federal State and Local requirements.• Contractor shall be responsible for the acquiring any required permits.When installing a water or sanitary service independent of a preapproved excavatingcontractor, the following will also apply:Attached:• Special Provision for Water Main Installation• Special Provision for Sanitary Sewer System• City of Alpena Standard Water Service Detail• City of Alpena Standard Sewer Service DetailLocated on the MDOT Website• Current MDOT Standard Provisions• Current MDOT Specifications for ConstructionIt should be noted that a plumbing permit will not be required for the lead and copperproject as the state has deemed that the City has control of the line up the meter or 18inches inside of the structure and any inspection of this installation shall fall under thesame premise as an infrastructure inspection.Coordination of Work PreformedWhen necessary, primarily during the replacement of water services in accordance withthe state and federal lead and copper rules, the contractor shall be responsible forcoordinating and arranging for an excavation contractor from the preapproved list tocomplete the reconnection of the water services to the City meter inside the structures.Page 2Basis of Payment for Work PreformedThe contractor shall submit an itemized billing for any work performed at an hourly rateof pay. The contractor shall provide materials and provide the City with a price breakdownto be included with the billing.Basis of Project AwardAfter reviewing the proposals, it is the intent of the City to award multiple contracts tomultiple contractors. Emergency Work shall be assigned to a contractor based on firstavailable in regard to the work to be performed. Additionally, considerations will be givento contractors who have a working understanding of the building in need of service.Contractors may reach out to the City as their schedule allows for work pertaining to thelead and copper water service replacements.(remainder of this page left blank)Page 3CONTENTS OF PROPOSALSubmittalsEach firm shall submit the following information as part of a brief narrative with regard totheir ability to undertake and complete the project. Please note that failure to attend themandatory onsite pre-proposal meeting will make your bid ineligible.1. A brief company overview, summary, and history should include, but not limited to,contact information, office location(s), and longevity.2. Each proposal shall include a point of contact, who shall be responsible for ensuringthe timely completion of the project to the satisfaction of the City.3. Each proposal shall include the name and license of the primary HVAC/Plumber whowill be acquiring the applicable permits when needed.4. Each firm shall submit an hourly rate sheet for all equipment and personnel requiredto complete the specified work. Additionally, each contractor shall submit anestimated price for what they would consider an average water mater reconnectioncost. If the contractor is also would like to be considered for services replacement,please provide and estimated cost for these items as well. This price shall not includeany restoration of hard surfaces (sidewalk, asphalt, curb, driveways, etc.) but shouldinclude a price for lawn restoration as a separate price. Contractors shall also providetheir overhead and profit percentages for any materials or subcontracted workperformed.5. Firms are encouraged to provide any additional information which may be beneficialin determining the ability of the firm to complete the project.Page 4
