Category: Professional Services Status: Open Description: The City of La Vista is accepting proposal from qualified vendors for printing and mailing services for Community Guides, newsletters, and postcards.
The City of La Vista publishes two (2) Community Guides and four (4) newsletters annually. For special events/projects, the City may also publish postcards up to five (5) times per year. These documents are mailed out to approximately 8,400 residential and commercial addresses. Due to the anticipated length of the agreement, there will only be one (1) Community Guide and two (2) newsletters published in 2026 under this agreement.

It is a relatively young, progressive city situated in the southwestern portion of the OmahaMetropolitan Area. The City has a Mayor-Council form of government and employs a professional CityAdministrator to serve as the chief administrative officer of the City. La Vista has seven departmentsincluding Administration, Administrative Services, Community Development, Library, Police, Public Works,and Recreation.Period of PerformanceA contract awarded as a result of the RFP will be for a term of eighteen (18) months and is intended tobegin on July 1, 2026 and end on December 31, 2027.Tentative ScheduleThe following dates are being provided for your information and planning purposes. Copies of Sample Documents Requested by the City (See Page 5, Item 1.2)2General Conditions and Instructions for BiddersThese General Conditions and Instructions for Bidders are incorporated herein and made part of thesespecifications.1. Interested firms shall submit one (1) unbound, single-sided original of bidding documents onstandard weight paper (no heavy weight paper or tabbed dividers). Sample printed materials shallbe comparable to specifications of the documents listed on pages 8-9 of this request for proposals.2. Faxes or electronic submissions, or any other media other than listed in #1 are not acceptable.3. Any proposer may withdraw his/her proposal, either personally or by written request, at any timeprior to the closing time for receipt of proposals.4. Proposals received after the scheduled closing time for receipt of proposals will be returned,unopened to the proposer(s).5. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty(60) days.6. The City of La Vista is not bound to recommend a proposal on the basis of the lowest quoted pricealone.7. Any discount quoted will be deducted from the price when bill is paid. All appropriate governmentdiscounts should apply.8. The owner reserves the right to reject any or all bids, and to waive informalities or irregularities inthe bidding, and to negotiate contract terms with the various bidders when such is deemed by theowner to be in its best interest. The right is also reserved to accept or reject any part of bid unlessotherwise indicated by vendor.9. Instructions, manufacturer’s catalog numbers, etc., where shown herein are for descriptivepurposes to guide the bidder in interpreting the standard, quality, design, and performancedesired and shall not be construed to exclude proposals based on furnishing other types ofmaterials.10. Any substitutions must equal or surpass the specifications. When submitting a substitute articleas equal, full name and description must be given, the City reserving the right, however, of decidingupon its suitability for the purpose intended.11. Prices quoted shall not be subject to increase during the entire term of the contract. However,should there be a reduction in the price of any one or more items covered by the contract, duringthe period of the contract, the price to the City of La Vista shall be reduced to equal the revised listprice less the discount herein quoted.12. The City shall have the right to inspect any material or services specified herein. Equipment,supplies, or services that fail to comply with the specification herein as regards to design, material,or workmanship are subject to rejection at the option of the City. Any materials rejected shall beremoved from the premises of the City of La Vista at the expense of the vendor.313. All prices and notations must be in ink or typewritten. Mistakes may be crossed out, andcorrections typed adjacent and must be initialed in ink by person signing the proposal.14. Bids must be submitted on the forms provided in a sealed envelope plainly marked “SealedProposal for Printing & Mailing Services” with material description, date and time of closingwritten thereon. All bid proposals must be signed by an authorized officer or employee of thecompany and include the firm name.15. Questions regarding the scope of work and specifications received less than five (5) business daysbefore the proposal opening shall not be answered. Any interpretation or correction of theproposed documents will be made only by addendum, duly issued, and a copy of such addendumwill be posted on the City’s website: CityofLaVista.org. The City is not responsible for any otherexplanations or interpretations of the proposed documents. As required by State Law, neither the vendor nor his subcontractors shall discriminate against anyemployee or applicant for employment, to be employed in the performance of this contract, withrespect to their hire, tenure, terms, conditions, or privileges of employment or because of theirrace, color, religion, sex, disability, or natural origin.Additional RequirementsNotwithstanding anything in these specifications to the contrary:1. Taxes. Purchases by the City are exempt from the payment of federal excise taxes and Nebraskasales and use taxes, and all such taxes shall be excluded from bids. Tax exemption certificates willbe provided upon request.2. Modifications. Bidder understands, acknowledges and agrees that no employee, agent orrepresentative of the City has any authority to make any representations, statements, warranties,agreements or modifications to, of, or regarding these specifications or any contract of the Citywithout the written approval of the City Administrator; provided, however, that anyrepresentation, statement, warranty, agreement or modification that has any actual or potentialimpact to the City of more than $5,000 shall require the prior written approval of the Mayor andCity Council of the City of La Vista.3. Fair Labor Standards. Pursuant to Neb. Rev. Stat. Section 73-102, by submitting a bid, supplierhereby represents and certifies to the City of La Vista that supplier is complying with, and willcontinue to comply with, fair labor standards in the pursuit of its business and, if supplier is thesuccessful bidder, in the execution and performance of the contract on which it is bidding; and inthe execution and performance of said contract, fair labor standards will be maintained.4. Shipping. Publications must be dropped at the central Omaha office of the United States PostalService, which is located at 1124 Pacific St. Rm 107, Omaha, NE 68108.4
