Description:

Refurbishment (to a usable, safe condition) of 30,000lb pup trailer utilized by the QIN roads department to increase the load capacity of road fill materials their Kenworth T880 truck, can transport in one trip. This trailer has been seriously weather-damaged, and will require many new parts. Work needed to refurbish the trailer includes: rebuilding the air brake system; fixing electrical wiring and lights; replacing damaged suspension components; installing new tires; replacing rotten hoses; servicing hydraulic system; replacing rotten hoses, and more. SITE VISIT REQUIRED FOR BIDDERS.

The Quinault Indian Nation Air Quality Program is seeking bids for the refurbishment of a 30,000lb load
capacity pup trailer used by the QIN Roads Department to a safe, usable condition. The department will use
the trailer to increase the overall capacity of its accompanying dump truck it uses to transport fill material
and gravel. Bids over $18,000 will not be considered. The contractor will be responsible for traveling to
Taholah to complete the restoration work; or to transport the pup trailer offsite from Taholah to complete
the refurbishment. The scope of work for the refurbishment will include at least the following tasks:
fix electrical wiring and lights
rebuild air brake system
clean service wheel bearings /axle and suspension components
replace damaged suspension components (broken leaf spring)
install new needed tires
service and repair hydraulic system/ related components
replaced rotten hoses
repair damage to anti buck stabilizer system (requires some
new parts)
Contractors must complete an on-site visit to assess the condition of the trailer and assess the work
needed before their bids will be considered.

Unless contractor is a sole proprietorship, Workman’s Compensation coverage will be required.
Performance/Payment Bond is not required for this project
This RFB does not commit QIN to award a contract, to pay any costs incurred in preparation of a response to
this invitation, or to procure or contract for services or supplies. Bidders will not offer any gratuities, favors or
anything of monetary value to any employee, officer, or agent of the Nation for the purpose of influencing
favorable disposition toward either their proposal or any other proposal submitted as a result of this RFB. All
proposals submitted hereunder become the exclusive property of the Nation. The Nation reserves the right to
accept all or part of the bid, or to decline the whole bid.
The successful bidder will sign a Certification and Debarment Form, provide a W-9, submit certifications of
required insurance coverage, and obtain a Quinault Indian Nation business license for all firms/subcontractors
doing work on the Quinault Reservation. Subcontracts must be approved by the Quinault Indian Nation.
Nation’s Tribal Employment (TERO)
The Nation’s Tribal Employment Right Ordinance (TERO) provides the Nation’s Indian Preference policy that
applies to this contract—see attached. Other TERO requirements include submission of a Compliance Plan

NOTE: BIDS shall not include Washington State and local sales tax on all items delivered to the site on the
Quinault Indian Reservation. Washington State B&O taxes do not apply to construction charges performed
within the boundaries of the Quinault Indian Reservation. All other applicable taxes and fees may apply.
