IntroductionCedar City Corporation (hereinafter the “City”) invites qualified vendors (hereinafter referred to as the“Respondents”) to submit proposals to provide massage chair vending services in the main lobby andboarding area of the passenger terminal. The Airport seeks a reliable, customer-focused partner toenhance the passenger experience by offering convenient options for travelers. Proposal shall besubmitted to the airport administrative office no later than 12:00 p.m. on Friday, March 13, 2026. This RFPis intended for massage chairs only.2. BackgroundCedar City Regional Airport (CDC) is owned and operated by the City of Cedar City, Utah. The Airportprovides scheduled commercial airline service and general aviation operations, serving as a key gateway tosouthern Utah. The Airport is seeking vending solutions that meet passenger needs while aligning with theAirport’s commitment to safety, cleanliness, and customer service. The airport’s commercial servicecurrently includes one airline: SkyWest Airlines, a Delta Connection to Salt Lake International Airport. Thetable in Attachment 1 provides passenger enplanement, deplanement and total passenger activity for thepast five and a half years. The airport currently has one operator providing vending services, consisting oftwo (2) vending machines outside of the secure boarding area (pre-security). In 2025, additional space wasconstructed past the security checkpoint, inside of the secure boarding area for VENDORs to build outspace for a self-contained food and beverage service location and a vending area to serve passengers in theboarding gate areas. Attachment 2 shows areas where a new post-security vending area could be located.3. Scope of ServicesThe City seeks a qualified Respondent with demonstrated experience in the development and operation ofmassage chair vending services. The City expects the selected Respondent to meet or exceed the followinggoals throughout the term of the agreement:⁻ Install, operate, and maintain massage vending equipment in designated lobby and gate area(s).⁻ Provide designs that are attractive to the customers and enhance the terminal experience⁻ Offer competitive pricing⁻ Ensure multiple payment methods are accepted (cash, credit/debit, contactless) and refund optionsin the event of malfunctions⁻ Maintain equipment in clean, sanitary, and fully operational condition4The selected Respondent will be required to provide the necessary equipment and power hookups in amanner that complies with all applicable building regulations and standards. The City may assist in therelocation of existing utilities and power receptacles at the discretion of the City.4. Contract TermThe initial contract term will be one (1) year, with the option for renewal upon mutual agreement.5. Revenue & CompensationThe City shall impose a VENDOR fee or revenue-sharing model (percentage of gross sales or fixed monthlyrental) payable to the Airport monthly. The current VENDOR fee imposed by the city is ten (10) percent ofgross sales. Gross sales shall be reported to the Airport.6. Hours of OperationThe Airport Terminal is generally open between 7:00 AM to 7:30 PM, excluding Tuesdays and Wednesdayswith the hours limited to 7:00 AM to 6:00 PM. The passenger gate area is typically open for one (1) hourand fifteen (15) minutes for each flight departure. The current schedule as of this RFP is shown inAttachment 3 and is subject to change monthly.7. Special ConditionsIt is important for the Respondent to understand that the airport operating environment presents to the operator aset of unique challenges that do not exist in a typical restaurant or shopping center setting. Listed below are someof the key factors that affect VENDOR operations at an airport:⁻ Customers have a limited amount of time to spend in the boarding area and therefore must be servedquickly.⁻ Airport customers are primarily airline passengers traveling with carry‐on luggage and in some caseswheelchairs and strollers.⁻ Deliveries and maintenance must be made in accordance with City directives, policies, procedures andmeet TSA requirements.⁻ Airline passenger activity and distribution are subject to change due to a variety of reasons outside of theAirport’s control, including but not limited to public health emergencies, airport construction andreconfiguration, changes in airline traffic, airport security requirements, and other economic factorsimpacting airline travel patterns.8. SecurityVENDOR shall comply with all City and airport related security regulations as prescribed by 49 CFR Part 1542,and agree to employ such measures as are necessary to prevent or deter the unauthorized access of persons orvehicles into the secure area of the airport. The selected Proposer shall comply with Transportation SecurityRegulation Part 1542 and City security policies as presently outlined in the Airport Security Plan, as such Planmay be amended from time-to-time. The selected VENDOR shall pay any forfeitures or fines levied upon it, orthe Airport through enforcement of Part 1542, or any oth5er applicable federal, state, or local regulation, due to
