Description:	**PLEASE PAY SPECIAL ATTENTION TO THE DOCUMENT 'IMPORTANT INFORMATION REGARDING THE SITE VISIT' ATTACHED BELOW IN THE ORIGINAL FILES** This PROJECT IS A STANDARD LOW BID PROJECT and includes:  GENERAL CONSTRUCTION Project includes complete demolition and removal of Bldg. 171 (30,360 SF pre-engineered metal & masonry bldg.) & Bldg. 65 (5,400 SF pre-engineered metal & masonry bldg.). This project is to include the demolition of adjacent bituminous and Portland cement concrete surfaces, walkways and pads, as noted on the “Site Plan” and all foundations for said bldg’s. Work will also include the removal of all utility connections from said bldg.’s to the point of connection at tie into main service lines. The project will also include the restoration of each site with placement of 1’ on-site fill, 6” of imported topsoil, seed and fertilizer. Planting of 6 deciduous trees near former Southeast corner of Bldg 171. ESTIMATED RANGE:  .1 General - $600,001.00 - $800,000.00 Liquidated Damages = (.1) $220.00 per day MANDATORY PRE-BID CONFERENCE:  The Pre-Bid Conference will take place on Wednesday May 7, 2026, at 10:00AM (map attached in bid documents), Horsham, PA, Montgomery County. ALL POTENTIAL BIDDERS MUST BE PRESENT TO SUBMIT A BID SUBMISSION. Questions due: May 21, 2026, by COB 3:30PM EST DATE FOR RECEIVING BIDS IS June 1, 2026, AT 2:00PM There is no Bid Guaranty required for this Project. The Department of General Services Public Works and the Office of Business Inclusion and Supplier Development (BISD) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works.  Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information. SUMMARY OF WORK

PART 1 – GENERAL

1.1. STIPULATIONS

A. The Specifications Sections, “General Conditions of the Construction Contract”, Special Conditions”,

and “Division 1 – General Requirements” form a part of this Section by this reference thereto and

shall have the same force and effect as if printed herewith in full.

1.2. LOCATION

A. Work is located at Building 171 & 65, Biddle Air Guard Station, Horsham, Montgomery County, PA.

1.3 PROJECT DESCRIPTION

A. Project includes complete demolition and removal of Bldg. 171 (30,360 SF pre-engineered metal &

masonry bldg.) & Bldg. 65 (5,400 SF pre-engineered metal & masonry bldg.). This project is to

include the demolition of adjacent bituminous and Portland cement concrete surfaces, walkways and

pads, as noted on the “Site Plan” and all foundations for said bldg’s. Work will also include the

removal of all utility connections from said bldg.’s to the point of connection at tie into main service

lines. The project will also include the restoration of each site with placement of 1’ on-site fill, 6” of

imported topsoil, seed and fertilizer. Planting of 6 deciduous trees near former Southeast corner of

Bldg 171.

1.4 PERFORMANCE PERIOD

A. One Hundred Eighty (180) calendar days from Government granted Notice to Proceed.
