The City of Florissant is seeking competitive proposals from qualified vendors for the supply (plant pick-up) of Bulk Hot Mix Asphalt (HMA) for our upcoming fiscal year road maintenance, resurfacing, and patching operations.

Our goal is to secure a reliable supply of high-quality asphalt that meets strict state and local DOT specifications, ensuring the longevity and safety of our municipal roadway network.

Background

The City of Florissant has determined that it would be in the best interest to continue to make major repairs to the City's street system. This solicitation is based on historical purchases for asphalt materials and projected needs for 2026-2027. The successful proposer will be required to supply various grades of HMA (including surface course and binder course mixes) on an as-needed basis.
