CONSTRUCTION STATEMENT OF WORK Date: September 13, 2025 Project Number: 556-24-113 Project Name: Oil Transformer and Switch Enclosure Upgrade (GC) Location: Captain James A. Lovell FHCC 3001 Green Bay Rd, North Chicago, IL 60064 Part 1: Project Scope of Work Overview: Contractor shall provide all tools, materials, labor, quality assurance, and supervision for renovations resulting in a complete, compliant, and fully-functional project. Replace medium voltage oil-filled transformers that serve the following buildings on the James A. Lovell FHCC campus: 1, 3, 9, 11, 66, 137 and 187. Transformers have 4160 volt primary and 208/120 volt secondary. There are (4) transformers rated for 150 KVA, (2) transformers rated for 300 KVA and (1) transformer rated for 750 KVA. The 150 KVA transformer at building 3 will need to be relocated as well. Replace the electrical distribution switchboard at building 137. Replace the electrical distribution switchboard at building 3. Replace concrete pads for medium voltage oil filled transformers at buildings 9, 66, and 187. New transformer location at building 3 requires a new concrete pad as well. Install anti-ram rated bollards at all transformers. Part 2: Period of Performance: The following model presents the summary logic of the milestone sequence working backward from the delivery date of the longest lead time in the critical path to determine a mobilization date, and then forward from the delivery date of the longest lead time to completion of all work. Listed milestones and phases (calendar days): Notice To Proceed Day 0 Division 01 Submissions Completed Day 14 Division 01 VA Reviews Day 35 Division 02+ Submissions Day 50 Division 02+ VA Reviews Day 71 Longest Lead Item Procurement Day 72 (GC to determine and submit) VA review and GC revise schedule Day 93 Mobilize and Demo Day 94 (If all pre-construction submittals were approved) Pre-Longest Lead Item Construction Day 214 (GC to determine) Longest Lead Item Delivery Date Day 215 (GC to determine) Post Long-Lead Item Construction Day 335 (GC to determine) Construction Complete and Closeouts approved Day 356 Closeout (Contract end date) Day 357 Total: 357 days reflects an example workup of the plan. GC must submit the factory ship date commitment to VA and revise the Baseline Schedule to work forward and backward from that date to optimize the time in field (disruption of customer and reduction of GC costs). Part 3: Detailed Project Requirements: Project Objectives: Contractor is required to expedite planning and execution of this work, enabling the work to start and continue without interruptions caused by failure to procure long lead equipment and plan around the delivery dates This project is required to enable compliant and safe conditions for maintenance of electrical systems. GC and their consulting engineer to plan and execute a robust quality assurance plan and safety plan to prevent time and rework losses. List of AE Documents to be included in this Contract: See: 00 01 10 Table of Contents and the entire Project Manual See: 00 01 15 List of Drawing Sheets and the entire volume of drawings Pre-Bid Conference: VA shall schedule one pre-bid conference to be attended by prospective bidders to observe current conditions within the work area(s). Do not expect additional events to occur. The AE shall not attend the pre-bid event. No questions will be allowed during the event. All questions by all prospective contractors shall follow the RFI process described in the Solicitation. Prospective bidders shall not attempt to contact the AE or VA facilities engineering staff during the solicitation and bidding period. The AE and VA facilities engineering staff are instructed to ignore all such inquiries and report them to the VA Contracting Officer. All inquiries regarding this project shall be presented as complete and coherent Requests for Information (RFI) specifically citing design or specification sections, pages, paragraphs, notes, details, etc. to enable responses to RFI s. Follow the instructions provided by the Contracting Officer within the Solicitation regarding submission of RFI s. VA will post responses developed to enable all prospective bidders to receive the same information at the same time.
