Summary

Volusia County’s Office of Recovery and Resiliency (ORR) is seeking statements of qualifications for this project to develop a citywide stormwater Hydrologic and Hydraulic (H&H) model using Stormwise (formerly ICPR 4), evaluate potential flooding risks (current and future), and develop conceptual flood mitigation solutions for the City of Daytona Beach (City). This project is intended to aid in the recovery of Volusia County from the damage suffered from Hurricane Ian in September 2022 and this project is funded by a U.S. Dept. of Housing and Urban Development (“HUD”) Community Development Block Grant for Disaster Recovery (“CDBG-DR”). The model shall become the property of the City when complete. Training for City staff shall be provided as part of the scope of services.

Background

The City of Daytona Beach covers approximately 70 square miles and is home to approximately 65,000 residents, 55% of which are considered Low and Moderate Income (LMI). In addition, more than 21% of the population is aged 65 years and over.

This project will further the Community Development Block Grant’s National Objective in that it benefits LMI persons. It also benefits the sub-objectives of housing and job retention activities by giving the City the tools to mitigate flood impacts to housing and employment centers. The median age of housing stock in Daytona Beach is 40 years. Older housing stock, more prevalent in LMI census tracks, is particularly susceptible to significant flooding and wind damage, as it was constructed before current building codes. If the cost to repair a home after a hurricane exceeds 50% of the pre-damaged value, homes must be demolished, placing a great financial burden on LMI persons. LMI persons, many elderly and on fixed incomes, do not have the resources to re-build and have difficulty finding comparable housing that they can afford. This project will also further the State of Florida’s Hurricane Ian Action Plan for Disaster Recovery by giving the City the tools to plan for mitigation projects in vulnerable neighborhoods. The Action Plan’s main focus is preserving housing stock. A higher level of modeling detail will be incorporated in areas that are prone to flooding including residential developed areas with a focus on LMI areas and commercial areas, on which a large portion of LMI residents depend for employment.

It will be incumbent upon the Consultant to work with the City to determine how best to address the needs and goals identified above in the most cost-effective way.
