Professionals deemed qualified through this processwill be eligible to receive future task orders issued by the HACP during the term of thecontract.The Services will be paid from the HACP’s funds provided by the U.S. Department ofHousing and Urban Development (HUD) and, therefore, all work performed must be incompliance with all rules and regulations of this program and all other applicable Federalregulations including but not limited to, Handicap Accessibility (Section 504), Americanswith Disabilities Act (ADA), Uniform Federal Accessibility Standards (UFAS), Davis-Bacon wage requirements, Environmental Protection Agency rules and regulations,HUD’s Modernization Design Standards and Federal procurement requirements. Inaddition to the Federal laws and regulations, all work must also be performed incompliance with all Commonwealth of Pennsylvania laws and regulations, and localbuilding codes.Selection into the vendor pool does not guarantee the award of any task order, and futuretask orders may be issued to one or more qualified professionals through additionalcompetitive requests or direct selection, as permitted by applicable procurementregulations.The Authority is contemplating the award of a professional service contract, or contracts,(Attachment B) to qualified professionals for an initial Term of three (3) years, withtwo (2), one-year extension options for a maximum term of five (5) years. Serviceswill be authorized through individual task orders and may vary in scope, size, location,and source of funding.If submitting alterations to the HACP contract for review and acceptance by the HACP,please submit an electronic version in MS Word format with your proposal. While thescope applies generally to all future task orders issued under the vendor pool, thespecific requirements, deliverables, schedules, and pricing for each assignment will bedefined in individual Task Orders. The selected professional(s) shall provide thoroughinspections of property exteriors, interiors, and systems, including common spaces,grounds, and related infrastructure, to analyze the remaining economic life of all buildingcomponents.TASK REQUIREMENTSSpecific scopes of work, including unit counts and locations, will be defined throughindividual Task Orders under the Contract. The selected professional(s) shall performthe following in compliance with the Contract, individual Task Order(s), and allregulatory programs and specifications cited below and shall conduct the Services inaccordance with the following regulatory requirements.COMPLIANCE STANDARDS● HUD RAD PCNA: U.S. Department of Housing and Urban Development (HUD)Rental Assistance Demonstration (RAD) “Physical Condition AssessmentStatement of Work and Contractor Qualifications Standards” (Attachment M)● HUD Section 18: U.S. Department of Housing and Urban Development (HUD)Section 18 Demolition Requirements (Attachment N)● PHFA Tab 34: Pennsylvania Housing finance Agency (PHFA) “Project CapitalNeeds Assessment & Energy Audit” requirements for LIHTC applications (Tab 34)(Attachment O)● Radon Testing: The Services may include radon testing, as prescribed by HUDand PHFA standards, as further described in Attachment M.Additionally, all data and information must be delivered in a format acceptable of theHACP, HUD, and/or PHFA. The reporting system shall be capable of sorting and filteringdata by any variable used during the assessment and must support direct export to MSWord and/or Excel. Additionally, selected firms shall input data into the HUD CNA eToolas required by specific task orders. This functionality is required so that detailed reportsof physical improvement needs and associated costs can be generated for each unit byany combination of variables collected during inspection.TERMThe period of performance for each assignment shall commence immediately upon theissuance of a Notice to Proceed (NTP), as time is of the essence for the completion of5
