Page 25All additional supplemental information requested in the RFP and/or Bid Form2RFP NUMBER 2608-PKVETERANS PARK PARKING LOT PROJECTBID DUE DATE: April 30, 2026 AT 2:00 PMNOTICE IS HEREBY GIVEN that sealed quotes will be received by the City of Dade City (City)until 2:00 PM, Local Time, April 30, 2026 to provide a Veterans Park Parking Lot.PROJECT OVERVIEW:Installation of a pervious stone paver parking lot at the Splash Pad Amphitheater, in compliancewith SWFWMD pervious surface permitting and Local LID stormwater criteria. The lot willprovide ADA-compliant parking, two EV spaces, and integrate rain gardens, bioswales, andnative vegetation to manage stormwater and enhance habitat. Native hardwoods (Live Oaks,Cabbage Palms) will be planted strategically to provide shade over vehicle areas as canopiesdevelop over time. Accent and cosmetic plantings, pedestrian footpath lighting, parking lotlighting, and full paver striping with car stoppers are included. ADA sidewalk tie-ins willcoordinate with amphitheater sidewalk plans. The split-lane entrance will feature a centeredpark sign plumbed for electric service. All design, layout, and landscaping shall strictly adhereto the Planning Department approved artist rendering.SCOPE OF WORKScope Includes:This SOW covers all engineered plans, materials, construction, labor, and all other costsfor finished products to deliver a fully functional and operational pervious parking lot,including stormwater features, landscaping, lighting, ADA compliance, EV parking, trafficcontrol, and park signage.1. Site Preparation & Subgrade, the following is for reference in regardsExcavate 8–13”, protect subgrade to maintain infiltration, and place high-flow geotextilefabric under the stone base.2. Aggregate Base & Filter LayerInstall 12–24” ASTM No. 2 or 57 stone, topped with 2” ASTM No. 8 stone, or similar.3. Permeable Pavers & Edge Restraints3Install ASTM C936 pavers, fill joints with No. 8 stone, compact, and install permanent edgerestraints, or similar.4. Stormwater / Rain Gardens / BioswalesCollect overflow from pavers. Plant native hardwoods, palms, and accent vegetation forecological function, shade, and aesthetics. Include educational signage.5. Traffic, ADA, & EV ParkingFull paver striping, car stoppers, ADA-compliant tie-ins (coordinated with amphitheater), twoEV spaces, and pedestrian footpath lighting.6. Parking Lot & EntranceSplit-lane entrance with centered park sign plumbed for electric, parking lot lighting installedthroughout. Cement apron entering and exiting onto street.7. Maintenance & PerformancePost-construction cleaning, initial infiltration testing, and erosion control measures. Lotdesigned to support high traffic and heavy vehicles.4PART I GENERAL INFORMATION1.1. PURPOSEThe City of Dade City is seeking qualified firms and to establish a firm fixed price to ensure thatthe City is always receiving the most economical service costs while maximizing the quality andlevel of service. A contract/agreement resulting from this RFP shall be subject to the termsand conditions set forth in a City Contract and any terms and conditions included in this RFP.The City reserves the right to include in any contract document such terms and conditions, asit deems necessary for the proper protection of the rights of the City. The City will not beobligated to sign any contracts, agreements or other documents provided by the Contractor(s)with their submittal.5
