Heartland Materials Management Planning Committee R.F.P.: Consultant for Materials Management Plan:
The Heartland MMP Committee is requesting proposals to solicit qualified consultants to develop a comprehensive Materials Management Plan. This new plan will replace the existing Solid Waste Plan by shifting focus from waste disposal to a sustainable management system that emphasizes recycling, waste reduction, resource recovery, and a circular economy.

Sealed bids must be submitted on county forms from www.osceola-county.org or call the

Administrator’s office at (231) 832-6196 for forms. Envelopes must be sealed and clearly marked

as “Vehicle Sealed Bid.” Sealed bids are due no later than Monday, November 24, 2025, at 10:00

a.m., when they will be publicly opened and read. Osceola County reserves the right to accept or

reject all bids in whole or in part.
