INTRODUCTIONMarina Coast Water District (MCWD) is seeking proposals from qualified execu�ve recruitment firms tosupport the District in its search for a District Engineer.This is a key leadership posi�on that will influence the District’s engineering direc�on, capital investmentstrategy, and long-term infrastructure planning. The District is looking for a recruitment partner thatunderstands the complexity of public u�li�es and can deliver candidates who are not only technicallyqualified, but capable of opera�ng effec�vely in a public-sector environment.This RFP is not simply about filling a vacancy. It is about iden�fying a firm that can help the District makea sound, long-term hiring decision for a role that directly impacts service delivery, regulatory compliance,capital program execu�on, and coordina�on with external stakeholders.2. DISTRICT BACKGROUNDMarina Coast Water District (MCWD) is a public u�lity serving the City of Marina and the Ord Communityin Monterey County, California. The District provides potable water, recycled water, and wastewatercollec�on services to its customers and plays a cri�cal role in suppor�ng both residen�al communi�esand regional development.The District operates within a complex and evolving environment shaped by regulatory requirements,infrastructure demands, and long-term water supply challenges. MCWD must balance groundwatersustainability, environmental compliance, and system resiliency while con�nuing to meet the needs of agrowing service area.MCWD manages a diverse por�olio of infrastructure, including potable water systems, recycled waterdistribu�on systems, and wastewater collec�on networks. The District is ac�vely engaged in capitalimprovement efforts to modernize infrastructure, expand capacity, and ensure opera�onal reliabilitythrough a mul�-year Capital Improvement Program.In addi�on to core u�lity opera�ons, the District works closely with private developers and regionalpartners to support planned growth and infrastructure expansion. This requires coordina�on on systemcapacity, development impacts, and long-term planning.MCWD is governed by a publicly elected Board of Directors and operates under the leadership of aGeneral Manager. The District is currently seeking to recruit for the posi�on of District Engineer, and may u�lize theselected firm for addi�onal execu�ve-level recruitments in the future as needed.The contract will be for a period of 1 year, with the op�on for 1 extension at the District’s discre�on.3.1 Considera�on / Mee�ng RequirementsThe selected firm shall be prepared to meet in person, virtually, or via telephone as needed throughoutthe recruitment process. The firm will be expected to work closely with District staff and stakeholders toensure a comprehensive and effec�ve recruitment effort.3.2 Scope of Advisory ServicesThe Execu�ve Recruitment firm will advise the District and staff on the following:• Best prac�ces in conduc�ng execu�ve-level recruitment and selec�on processes for publicagencies, specifically for engineering and u�lity leadership posi�ons• Collaborate with District staff to determine methods for solici�ng input from key stakeholders,including District leadership, staff, and relevant partners, regarding the desired qualifica�ons,experience, and leadership characteris�cs of the next District Engineer• Develop, produce, and distribute all recruitment materials, including job announcements andoutreach strategies• Conduct targeted candidate outreach and recruitment to atract highly qualified candidates withexperience in water, wastewater, recycled water, and infrastructure systems• Review, analyze, and screen applicants for qualifica�ons, technical competency, andorganiza�onal fit• Recommend a shortlist of qualified candidates for interviews• Coordinate and par�cipate in mul�ple rounds of interviews and assist with candidate evalua�on• Guide the District through the selec�on process, including offer nego�a�on, reference checks,and background inves�ga�onsPage 2 of 134. Late submissionswill not be accepted.c) Proposal Review: A District review commitee will evaluate all proposals received based on thecriteria outlined in this RFP. The review process is an�cipated to be completed within a�meframe to be determined.Page 3 of 13d) Oral Presenta�ons (as needed): Finalists may be invited to par�cipate in oral interviews orpresenta�ons. These may be conducted either in person or via virtual mee�ng pla�orms,depending on availability and District preference.e) No�fica�on of Selec�on: All proposers will be no�fied of the District’s selec�on followingcomple�on of the evalua�on process. Upon writen request, the District may provide access tothe selected proposal a�er contract execu�on, in accordance with applicable public recordslaws.5. GENERAL TERMS AND CONDITIONS5.1 PROPOSAL REQUIREMENTS1. Requirement to Meet All Provisions. Each individual or firm submi�ng a proposal (bidder) shallmeet all the terms, and condi�ons of the Request for Proposals (RFP) project package. By virtueof its proposal submital, the bidder acknowledges agreement with and acceptance of allprovisions of the RFP specifica�ons.2. Insurance Cer�ficate. Each proposal must include a cer�ficate of insurance showing:a) The insurance carrier and its A.M. Best ra�ng.b) Scope of coverage and limits.c) Deduc�bles and self-insured reten�on.The purpose of this submital is to generally assess the adequacy of the bidder’s insurancecoverage during proposal evalua�on; as discussed under paragraph 12 below, endorsements arenot required un�l contract award.4. Proposal Quotes and Unit Price Extension. The extension of unit prices for the quan��esindicated and the lump sum prices quoted by the bidder must be included in the proposal. Anylump sum bid shall be stated in figures.5. Proposal Withdrawal. A bidder may withdraw its proposal, without prejudice prior to the �mespecified deadline for the submital. No proposal received a�er the �me specified or at anyplace other than that stated in the “No�ce Reques�ng Proposals” will be considered.6. Submital of One Proposal Only. No individual or business en�ty of any kind shall be allowed tomake or file, or to be interested as the primary submiter in more than one proposal, except analterna�ve proposal when specifically requested; however, an individual or business en�ty thathas submited a sub-proposal to a bidder submi�ng a proposal, or who has quoted prices onmaterials to such bidder, is not thereby disqualified from submi�ng a sub-proposal or fromquo�ng prices to other bidders submi�ng proposals.7. Communica�ons. All �mely requests for informa�on submited in wri�ng will receive a writenresponse from the District. Telephone communica�ons with District staff are not encouraged butwill be permited. However, any such oral communica�on shall not be binding on the District.5.2 CONTRACT AWARD AND EXECUTIONPage 4 of 138. Proposal Reten�on and Award. The District reserves the right to retain all proposals for a periodof 60 days for examina�on and comparison. The District also reserves the right to waive non-substan�al irregulari�es in any proposal, to reject any or all proposals, to reject or delete onepart of a proposal and accept the other, except to the extent that proposals are qualified byspecific limita�ons.9. Competency and Responsibility of Bidder. The District reserves full discre�on to determine thecompetence and responsibility, professionally and/or financially, of bidders. Bidders will provide,in a �mely manner, all informa�on that the District deems necessary to make such a decision.10. Contract Requirement. The bidder to whom award is made (Contractor) shall execute a writencontract with the District within ten (10) calendar days a�er no�ce of the award has been sentby mail to it at the address given in its proposal. The contract shall be made in the form adoptedby the District and incorporated in these specifica�ons.5.3 CONTRACT PERFORMANCE11. Insurance Requirements. The Contractor shall provide proof of insurance in the form, coveragesand amounts specified in Sec�on 2 of these specifica�ons within 10 (ten) calendar days a�erno�ce of contract award as a precondi�on to contract execu�on.12. Business License & Tax. The Contractor must comply with all applicable business licenserequirements necessary to perform services within the State of California.13. Ability to Perform. The Contractor warrants that it possesses, or has arranged throughsubcontracts, all capital and other equipment, labor, materials, and licenses necessary to carryout and complete the work hereunder in compliance with all federal, state, county, and specialdistrict laws, ordinances, and regula�ons.14. Laws to be Observed. The Contractor shall keep itself fully informed of and shall observe andcomply with all applicable county, state, and federal laws, and District ordinances, regula�ons,and adopted codes during its performance of the work.15. Safety Provisions. The Contractor shall conform to the rules and regula�ons pertaining to safetyestablished by OSHA and the California Division of Industrial Safety.16. Immigra�on Act of 1986. The Contractor warrants on behalf of itself and all subcontractorsengaged for the performance of this work that only persons authorized to work in the UnitedStates pursuant to the Immigra�on Reform and Control Act of 1986 and other applicable lawsshall be employed in the performance of the work hereunder.17. Contractor Non-Discrimina�on. In the performance of this work, the Contractor agrees that itwill not engage in, nor permit such subcontractors as it may employ, to engage in discrimina�onin employment of persons because of age, race, color, sex, na�onal origin or ancestry, sexualorienta�on, or religion of such persons.Page 5 of 13
