OverviewPost InformationPosted At:Fri, Sep 19, 2025 9:53 AMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryThe City of Charlottesville (the City) seeks requests for proposals to provide drug and alcohol testing services to all City safety sensitive employees subject to drug and alcohol testing (including those with a Commerical Driver's License) in compliance with Article 49 of the Code of Federal Regulations (CFR) Parts 40, 199, 382 & 655, as amended, the U.S. Department of Transportation (DOT) and its operating authorities including the Federal Motor Carrier Safety Administration (FMCSA), Federal Transit Administration (FTA), and Pipeline and Hazardous Materials Safety Administration (PHMSA).
BackgroundThe City has approximately 250 safety-sensitive employees subject to DOT drug and alcohol testing, but this number may vary. While the City cannot guarantee any specific number of tests, it is estimated that the annual number of drug tests may approach 200, and the annual number of alcohol tests may approach 50 in the first year of the contract and is anticipated to grow. City safety sensitive employees are placed in one (1) of two (2) separate DOT random testing pools based on the DOT agency regulating their position. The first pool is comprised of safety sensitive employees subject to FTA regulations and includes roughly 100 participants. The second pool is comprised of safety sensitive employees subject to FMCSA and PHMSA regulations and includes roughly 150 participants. These pools are managed by two (2) different Drug and Alcohol Program Managers (DAPMS), also known as Designated Employer Representatives (DERs).
