The Maryland-National Capital Park and Planning Commission (M-NCPPC) is soliciting qualified contractors for RFP 46-105 , Montgomery County Housing Preferences Survey , to provide Montgomery County Housing Preferences Survey , to be received no later than Thursday, October 9, 2025 , 2:00 pm EST.

Background

The Maryland-National Capital Park and Planning Commission (M-NCPPC), on behalf of the Montgomery County Planning Department, is seeking proposals from qualified consulting firms to conduct a Housing Preferences Survey (HPS). This survey, combined with the Housing Needs Assessment (HNA), will inform a future Housing Functional Plan aimed at achieving the housing goals in Thrive 2050. The findings will enhance our understanding of housing needs and community preferences, guiding future policies, land-use strategies, and investment decisions.
