Emailinquiries should be directed to Kimberly.floyd@shreveportla.gov .Renee Anderson, MBA, CPPO, CPPB, NIGP-CPPPurchasing Agent07-01-2019Advertise: 11/18/202511/25/2025Page 2 of 16CITY OF SHREVEPORTREQUEST FOR STATEMENT OF QUALIFICATIONSFORENGINEERING FIRMS1.0PURPOSE1.1The Shreveport Airport Authority (SAA) is requesting Statement of Qualifications from qualified aviationconsulting and engineering firms to provide services for airport development at Shreveport Regional Airport(SHV).1.2The airport plans to make application requests to the Federal Aviation Administration (FAA) and the LouisianaDepartment of Transportation and Development (LADOTD) over the next 5 years in relation to the AirportCapital Improvement Plan (ACIP) and other airport development projects.1.3The Airport Capital Improvement Plan (ACIP) timeframes and estimates are subject to change at any timedue to constraints outside of SAA control.1.4The detailed scope of each ACIP project will be determined as each project is approved and funded throughthe development of a Task Order/Agreement, which will serve as an amendment to the Professional ServicesAgreement/Master Services Agreement (“AGREEMENT”).1.5In addition to those projects identified in the ACIP, the firm will assist the SAA with non-grant funded projectsas needed.1.6The selection process of a consultant/engineer is done based on a qualification process in accordance withFederal Aviation Administration (FAA) Advisory Circular 150/5100-14E.1.7Fee information will not be considered in the selection process and shall not be submitted with the Statement.1.8The agreement(s) between the Sponsor and the selected consultant/engineer will be subject to all applicableFederal Rules and Regulation as identified in AC 150-5100-14E.2.0REQUIRED QUALIFICATIONS2.1Minimum Qualifications2.2The Engineer firm or individual shall be/have Professional Engineers (PE) and must demonstrate a minimumof five (5) years of comprehensive experience with Federal Aviation Administration (FAA) assisted andfederally funded projects, from initiation to closeout phases and be available to commence servicesimmediately upon contract award as needed by the SAA.2.3Services may be located within the Air Operations Area(s) (AOA), and as such, the consultant/firm shallobtain and maintain the necessary security clearance badge and AOA training to allow immediate, unescortedaccess to the airfield operations areas of Shreveport Regional Airport.2.4The consultant/engineer will also require knowledge of AOA procedures in terms of working in restrictedareas, runway and taxiway shutdowns and special requirements for construction work in and around theairport.2.5The Shreveport Airport Authority may short list up to 3 of the highest rated firms based on the submittals andscoring and may conduct phone, informal, and/or formal interviews.3.0PROJECT NAME3.1RFS #25-721 Professional Engineering Services for a Master Services Agreement for Shreveport RegionalAirport4.0PRIMARY DISCIPLINE(S) REQUIRED4.1Engineering5.0DESIGN FEE: Will be negotiated as funds become available.5.1If the lowest responsive construction bid exceeds the Construction Budget, the Designer shallredesign the project for no additional cost to the City.6.0OTHER FEES6.1Only other fees allowed will be: As negotiated for Surveying, Right-of-Way an Environmental, when needed.Page 3 of 166.27.07.17.27.2.18.08.19.09.19.29.2.19.2.29.2.39.39.49.59.5.19.5.29.5.2.19.69.6.19.6.29.6.3The Shreveport Airport Authority and the City reserves the right to contract for these separately.REIMBURSABLE EXPENSESThese must be approved in writing by the Shreveport Airport Authority and City before theirincurrence.The successful consultant will provide a not to exceed itemized Reimbursable Expenses Budget and it will becomputed as follows:Actual Cost X 1.0.INTENT OF REQUEST FOR QUALIFICATIONSThe Shreveport Airport Authority and the City of Shreveport A/E Selection Committee is seeking qualifiedindividuals or firms to design and prepare appropriate documents for the project listed above, and torepresent the interest of the Shreveport Airport Authority and the City of Shreveport during the design,renovation, construction, and close out of the project.INSURANCE REQUIREMENTSThe Consulting Firm shall at its own expense provide and maintain certain insurance in full force and effect atall times during the term of this Agreement and any extensions thereto.Such insurance, at a minimum, must include the following coverages and limits of liability.Commercial General Liability Insurance in an amount not less than a combined single limit of $1,000,000 peroccurrence.This policy should be endorsed to name the City as an additional insured and proof provided via aDEC and/or endorsement.It is the intent of the City that the policy coverage should not be limited by an annual aggregate limitation. Ifthis policy is to be limited by an aggregate annual limitation, the aggregate limitation shall not be less than$2,000,000 Million otherwise the Consulting Firm must provide a $1,000,000 per project aggregate applicablefor the project specified in this contract.Comprehensive Auto Liability Insurance, including hired, rented or non-owned automobiles, in an amount notless than $100,000 per person or $300,000 each occurrence or a combined single limit of $500,000 peroccurrence.This policy should be endorsed to name the City as an additional insured and proof provided via aDEC and/or endorsement.Workers Compensation Insurance as required by the laws of the State of Louisiana and Employers LiabilityInsurance in a minimum amount of $1,000,000.This policy shall contain an Other States Coverage Endorsement. When required by the City, this policy shallalso be endorsed to include coverage required by the United States Longshoreman and Harbor WorkersCompensation Act and Maritime Coverage.The certificate of insurance required herein, must have the following statement shown in the remark section:This policy for workers compensation protects all members of the insured organization, including anemployer, a sole proprietor, a partner or bona fide officer of the insured organization, and all employees.Professional Liability Insurance.For projects with an estimated total cost in excess of $1 Million the limit of liability shall be in an amount notless than $1 Million per claim and in the annual aggregate.For projects with a total estimated cost of $500,000 to $1 Million the limit of liability shall be in an amount notless than $500,000 per claim occurrence and in the annual aggregate.For projects with a total estimated cost less than $500,000 the limit of liability shall be in an amount not lessthan $250,000 per claim and in the annual aggregate.Page 4 of 169.6.49.79.89.99.109.119.129.12.19.12.29.12.39.12.49.12.59.12.69.12.79.12.8Coverage shall be maintained for at least two years following completion of the project.The Consulting Firm shall promptly notify the City if any claim is asserted against the contractor wheneversuch a claim would apply to this coverage.This notification requirement applies whether the claim results from services performed under this agreementor from any other agreement with any other client.The City’s intent is to make certain, to the extent possible from such information, the adequacy of the annualaggregate amount of coverage provided under the required professional liability insurance.All coverage provided for above shall be effective under insurance policies issued by solvent insurancecarriers qualified to do business in the State of Louisiana and having an A. M. Best rating of B+VII or better.This rating requirement is waived on the Workers Compensation coverage only.The City reserves the right to inspect any and all insurance policies required pursuant to this Agreement, priorto commencement of the services specified in the Agreement and anytime thereafter.Proof that such insurance coverage exists shall be furnished to the City by means of a DEC page and/orendorsement form before any part of the service specified by this Agreement are commenced. A provisionshould be included that in case of cancellation, or any material change in the coverage stated above the Cityshall be notified thirty (30) days prior to any such change or cancellation. Said provision shall includecancellation for non-payment of premium. The Contractor shall be liable for its subcontractors' insurancecoverage of the types and in the amounts stated above and shall furnish the City with copies of such DECpage and/or endorsement.The Consulting Firm and all of its insurers shall, in regard to the above stated insurance, waive all right ofrecovery or subrogation against the City, its officers, agents or employees and its insurance companies.The payment of any deductible specified by such insurance policies shall be the responsibility of theConsulting Firm and will be paid solely by the Contractor.If any of the insurance policies referred to above do not have a flat premium rate and such premium has notbeen paid in full, such policy must have a rider or other appropriate endorsement or waiver sufficient toestablish that the issuer of the policy is entitled to look only to the Contractor for premium payment and hasno right to recover premium payment from the City.The City will give the Consulting Firm prompt notice in writing if the institution of any suit or proceeding andpermit the Consulting Firm to defend same, and will give all needed information, assistance, and authority toenable the Contractor to do so.The Consulting Firm shall similarly give the City immediate notice of any suit or action filed or prompt notice ofany claim arising out of the performance of the Contract.The Consulting Firm shall furnish immediately to the City copies of all pertinent papers received by theConsulting Firm.If any part of the services specified by this agreement is sublet, similar insurance shall be provided by or onbehalf of the subcontractor to cover their operations, and evidence of such insurance, satisfactory to the City,shall be furnished to the city by the Consulting Firm.BEFORE A CONTRACT WITH THE CITY IS SIGNED BY THE MAYOR OR THE PURCHASING AGENT,YOUR INSURANCE AGENT MUST VERIFY THE CORRECT COVERAGE ON YOUR INSURANCECERTIFICATE.Revised 08/29/16 -Contractor’s requirements.Page 5 of 16
