Description:

The City of Lake Stevens is seeking bids from a qualified contractor to includes the removal and replacement of existing HVAC units serving a 7,200 square foot commercial building at 10519 20 th Street SE. The contractor shall provide all labor, materials, equipment, and supervision necessary to perform the work, including disconnection, removal and disposal of the existing HVAC system in accordance with applicable environmental regulations, and procurement and installation of the new HVAC system as specified in these bid documents. All work shall comply with these bid documents and current local, state, and federal codes, as well as manufacturer installation requirements.

The contractor shall a plan for city approval that coordinates all work to minimize disruption to building occupants and operations prior to the start of onsite work. This includes scheduling shutdowns, protecting existing finishes and equipment, and maintaining temporary heating, cooling, or ventilation as required. The scope also includes testing, balancing, and commissioning of the new HVAC systems to verify proper operation, airflow, and performance. Any deficiencies identified during startup shall be corrected before substantial completion.

The contractor shall apply for required permits/permits including, but not limited to L&I electrical permits and city-issued mechanical permits. City-issued permits fees will be directly billed to the city’s Public Works Department, other permit fees are the responsibly of the contractor to pay as part of the lump sum bid item.

Upon completion, the contractor shall provide as-built documentation, equipment submittals, warranties, and operation and maintenance manuals. The contractor shall also provide owner training on the operation and maintenance of the new HVAC systems. Final acceptance will be contingent upon successful inspection, commissioning, and demonstration that the systems are fully operational and meet the performance criteria outlined in the bid documents.

This project is a bid as in accordance with the MRSC Small Works Roster process and the city’s procurement policy; all bids outside of those parameters shall be deemed unresponsive. The estimate for this project is $280,000.00. The contract will be awarded to the lowest responsive bidder, but the city reserves the right to reject any and all bids.

Site Walk Through:

An optional site walk for interested Contractors is on Thursday, February 26, 2026, starting promptly at 9:00 A.M at 10519 20 th ST SE, Lake Stevens, WA 98258. These buildings require an authorized City-employee escort – please arrive on time and plan accordingly. Please do not enter the facilities outside of the scheduled walkthrough to prevent disturbances to the commercial tenants.

BID INSTRUCTIONS & SUBMITTAL

Bid for “EVERGREEN HVAC REMOVAL AND REPLACEMENT” must include all work and materials necessary for completion of the work, including, but not limited to,

  • Mobilization and Demobilization
  • Procurement and Installation of new high-efficiency HVAC units
  • Removal and Proper Disposal of existing HVAC equipment
  • Materials, Equipment, Tools, and Labor required for installation
  • Traffic Control and Site Safety Measures
  • Delivery and Handling Costs
  • Insurance and Bonding as required by law
  • Construction Administration and Project Management
  • Electrical Work (disconnect switches, conduit, wiring)
  • Ducting and Air Distribution (reuse existing ductwork, test and balance systems, duct leak remediation per code, or replace as documented in these bid documents and plans)
  • Controls and Integration (install smoke detectors, connect to fire alarm systems if required by code)
  • Commissioning of equipment and controls, including outside air economizer per code

Documentation and Closeout (commissioning logs, as-built drawings, manufacturer contact info, warranties)

To be considered responsive, bids must be submitted with a completed Statement of Bidder’s Qualification, List of Subcontractors, and a signed Bid Proposal Form, including Acknowledgment of Receipt of Addenda, if any.

BID PROCESS
The City will open bids after the bid closing date and time. A bid tabulation will be posted by the close of business on March 12, 2026. The contract will be awarded to the lowest responsive bidder. Non-responsive bidders will not be considered. The City reserves the right to reject any and all bids.

PREVAILING WAGES
The Contractor shall comply with applicable prevailing wage requirements of the Washington State Department of Labor & Industries, as set forth in
Chapter 39.12 RCW and Chapter 296-127 WAC . The Contractor shall document compliance with said requirements and shall file with the City appropriate affidavits, certificates, and/or statements of compliance with the State prevailing wage requirements. The Washington State Prevailing Wage Rates for Public Works Contracts, Snohomish County, incorporated in this bid document, have been established by the Department of Labor & Industries. The Contractor shall also ensure that any subcontractors or agents of the Contractor shall comply with the prevailing wage and documentation requirements as set forth herein.

The date of effective prevailing wage rates is the bid date for this project. Contractor, including subcontractors, must file intent(s) and affidavit(s) of wages paid with the Washington State Department of Labor & Industries.
