Bid Title: RFP for Grass and Snow Removal Services for Code Enforcement
Category: Other Open Bids Status: Open Description: The Millcreek Township Planning and Development Department is seeking proposals for as-needed mowing, and snow and ice removal services to assist the Code Enforcement Office with remediating Property Maintenance Code violations. Such services, as further detailed below, would be requested when property owners have refused to respond to Notices of Violation and when the Township believes it is in the best interest of Township residents that the issue be remediated.

UPDATED REQUEST FOR PROPOSALSAS-NEEDED MOWING & SNOW REMOVALThe Millcreek Township Planning and Development Department is seeking proposals for as-neededmowing, and snow and ice removal services to assist the Code Enforcement Office with remediatingProperty Maintenance Code violations. Such services, as further detailed below, would be requestedwhen property owners have refused to respond to Notices of Violation and when the Townshipbelieves it is in the best interest of Township residents that the issue be remediated.MOWING SCOPE OF SERVICESThe Contractor shall perform mowing and trimming services on properties identified by the Townshipas being in violation of nuisance vegetation ordinances. These services are intended to abateovergrown grass, weeds, and vegetation that pose a public nuisance or safety concern. This is not alandscaping or lawn-care service; the primary objective is rapid remediation to bring the propertyinto basic compliance with Township code.Upon notification that service is required the contractor will:1. Acknowledge receipt of request and provide anticipated completion date2. Coordinate visit with Code Enforcement office so a Code Officer can be present for services.3. Provide before and after digital pictures of property4. Perform necessary services as follows:a. Mow all turf areas where grass and weeds exceed the maximum height permitted byordinance.b. Trim around structures, fences, trees, sidewalks, and other obstacles to ensure noovergrown vegetation remains.c. Remove or flatten large weeds and brush within the mowed area to the extentnecessary to eliminate the nuisance.d. No collection or disposal of grass clippings is required unless clippings obstructsidewalks or streets.The Contractor is not required to achieve a uniform appearance or manicuredfinish—only to reduce vegetation to a height that eliminates the public nuisance.5. Perform other duties as indicated6. Advise Township of completion of project, and/or aberranciesSNOW AND ICE REMOVAL SCOPE OF SERVICESThe Contractor shall perform snow and ice removal services along the frontage of propertiesidentified by the Township as being in violation of the sidewalk maintenance provisions of TownshipCode.SNOW AND ICE REMOVAL SCOPE OF SERVICES CONT’DUpon notification that service is required the contractor will:1. Acknowledge receipt of request and provide anticipated completion date2. Provide before and after digital pictures of property3. Perform necessary services as follows:a. Remove snow and ice from public sidewalk onlyb. Spread salt as necessary to provide a safe walking condition4. Perform other duties as indicated5. Advise Township of completion of project, and/or aberranciesTypes of Services:Mowing Services:1. Neglected Service – Mowing/trimming properties whose grass/weeds have notbeen maintained for a significant period. Growth is in excess of 1 foot in height.2. Maintenance Service – Generally mowing/trimming properties which have beenpreviously maintained with growth less than 1 foot in height. Exceptions may applydue to condition of property. Contractor will notify Township of exceptions prior tocommencement of work.3. Debris Removal – Removal of grass clippings, branches, or any other debris.4. Additional Services – Any services requested and not included in foregoing servicedescriptions.Snow and Ice Removal Services:1. Basic Snow and Ice Removal from Sidewalks – Clearing sidewalks of snow and icewith a shovel or snowblower, including necessary snow and ice removal materials(e.g. salt or other ice melting materials) to clear the sidewalk.2.
