A great economy, top educational institutions, and exceptional healthcare facilities are some of the characteristics that attract people to the triangle area. Themild climate, diverse work force and proximity to Research Triangle Park combine to makeRaleigh a great place to live.Raleigh is a 21st Century City of Innovation focusing on environmental, cultural, andeconomic sustainability. The City conserves and protects our environmental resourcesthrough best practice and cutting-edge conservation and stewardship, land use,infrastructure and building technologies. The City welcomes growth and diversity throughpolicies and programs that will protect and enhance Raleigh’s existing neighborhoods,natural amenities, history, and cultural and human resources for future generations. TheCity leads to improve quality of life for neighborhoods and standard of living for all citizens.The City works with universities, colleges, citizens, and local partners to promote newtechnology, create new job opportunities, and encourage local businesses andentrepreneurs. The City enlists and prepares 21st Century staff with the skill sets to carryout the duties of the City through transparent civic engagement and by providing the verybest customer service to our citizens.The Property was built in 1987 and strategically purchased by the City in 2021 to supportits ongoing effort to address affordable housing. The Property is currently occupied andundergoing renovations by the City, with a group of 12 rooms in progress and the rest ofthe hotel (Phase 3 of the renovation) slated to begin within the next 12 months. Phase 3will include renovations of the remaining resident rooms as well as the common areas.Currently, there are 25 additional rooms offline pending repairs in addition to the 12 thatare being renovated.2Most rooms are equipped with kitchenettes, including refrigerator, microwave, sink and a2-burner range. Thirty-five of the rooms do not currently have a kitchenette, but installationof kitchenettes for those rooms is included in the Phase 3 renovation plans. Housekeepingservices are provided weekly and include sheet and towel service.The Property has two wings with a total of 119 rooms. The two-story north wing hasexterior access to rooms while in the three-story south wing rooms are accessed by aninterior corridor. Rooms are rented by the week at $200/week or $800/month, a rate setby the City to maintain the affordability of the property.The Property is largely occupied by long-term guests (defined as stays of 90 days ormore), approximately eighty percent of whom have lived there for more than a year. Theremaining tenancy is filled with short-term guests (stays of less than 90 days).The City envisions using the Property as low-barrier extended stay housing and offeringconnections to supportive services as needed.Since 2022, the Property has been managed by the same nonprofit operator that is goingthrough a transition. This is the only time thatprospective proposers are permitted to visit and tour the facility.1.5 Proposal QuestionsRequests for clarification and questions to this RFP must be received by the City notlater than the date shown above in the RFP Timeline (Section 1.3) for the submittal ofwritten inquires. The firm’s failure to request clarification and submit questions by thedate in the RFP Timeline above shall be considered to constitute the firm’s acceptanceof all City’s terms and conditions and requirements.The City shall issue addenda reflecting questions and answers to this RFP, if any, andshall be posted to North Carolina electronic Vendor Portal (eVP). No information,instruction or advice provided orally or informally by any City personnel, whether madein response to a question or otherwise in connection with this RFP, shall be consideredauthoritative or binding. Proposers can only rely on written material contained in anAddendum to this RFP.It is important that all Proposers submitting to this RFP periodically check eVPfor any Addenda.
