Study

The State of New Hampshire Department of Natural and

Cultural Resources (DNCR) is seeking submittals from qualified

consultants to conduct a feasibility study for modernization of

the Department’s Mt. Sunapee Ski Area Sewage Lagoons,

including but not limited to consideration of alternatives.

Qualifications must be received by DNCR by 2:00 PM on

November 21, 2025. Submittals shall be hand delivered or

mailed to: New Hampshire Department Natural and Cultural

Resources, 172 Pembroke Road, Concord, NH 03301, c/o Seth

Prescott CE IV. The submittal shall be in a sealed envelope

clearly marked: RFQ Submittal Sunapee Sewage Lagoon

copy of all documents and one (1) PDF version on a USB storage

DNCR representatives will review, and rank submittals based on qualifications, such as experience of

the project team with similar projects, availability of assigned personnel, understanding of the project

and client references. Top-ranked candidate firms will then be interviewed to discuss relevant

experience and project approach. Interviews will be scheduled on December 9, 2025. The most

qualified firm based upon combined qualification package and interview scores will be selected and

invited to develop a scope of services, fee schedule, and to negotiate a contract.

Project Background

The Mt Sunapee Sewage Lagoons #1 and #2 were built in the late 1960s, the Spray Field was

completed in 1971, and the third Sewage Lagoon was constructed in 1974. The site is registered

with the State of NH as NHDES Site # 198704058. The septic lagoons are located just off the

entrance road in close proximity to Beck Brook in Newbury NH as shown in figure 1. Water from

the lagoons is pumped to the spray irrigation heads in the spray fields during the growing season.

The Mt Sunapee Ski area is located at 1398 Rt 103 in Newbury NH. The Ski Area is currently leased

and operated by VAIL RESORTS NEWBURY, NH 03255.

This Study may be partially funded by the NH Department of Environmental Services

(NHDES) Clean Water State Revolving Fund (CWSRF) Wastewater and Stormwater

Planning Loan and may be subject to the terms of that program. The CWSRF Wastewater

Project Approach and Anticipated Scope of Work

DNCR envisions a study that evaluates a comprehensive approach to wastewater treatment,

effluent disposal, permitting requirements, and protection of water quality. The following is

the anticipated scope of work for this project, which may be modified during discussions

with the selected consultant. Below is a list of anticipated tasks upon which to base a RFQ

submittal.

Task 1 – Existing Data Collection and Review

Collect and review existing information to be used in the study including, but not limited to:

• Wastewater flow data

• Wastewater influent/effluent water quality data

• Existing condition and deficiencies of all components of the present system, including:

o mechanical components

o lagoons

o spray-fields

• Existing lagoon treatment system and spray irrigation plans and O&M manual

• NHDES Groundwater Discharge Permit, available permit monitoring

reports, and available groundwater and surface water monitoring data

Task 2 – Development of Design Flow and Loads

• Identify flow and water quality data gaps (if any) and recommend additional

flow monitoring and water quality sampling/analysis if needed.

• Determine expected wastewater needs for current usage and any planned

expansions of the Mount Sunapee Report, based on input from DNCR and

Vail, and develop design flows and loads for a minimum period of the next

20 years, in accordance with Env-Wq 707.04 (b), (c)(2)(4)(5).

• Prepare a technical memorandum presenting flow and load analysis.

Task 3 – Evaluation of Wastewater Disposal Options and Water Quality Requirements

Evaluate potential effluent disposal options and required effluent quality for the wastewater

treatment system, including but not limited to:

• Spray irrigation (current practice)

• Leaching fields

• Pumping to a publicly owned treatment works facility in the vicinity of the

Mount Sunapee Resort.

• The effluent standards are based on the discharge point; groundwater or surface water. For

discharges to groundwater, the state’s groundwater quality standards need to be met, and

a groundwater discharge permit obtained. For discharges to surface water, the state’s

surface water quality standards need to be met (Env-Wq 1700), and an NPDES permit from

EPA Region 1 needs to be obtained.

Task 4 – Evaluate Wastewater Treatment and Solids Handling Options

Evaluate candidate technologies for wastewater treatment and associated waste sludge

handling including but not limited to:

• Facultative lagoons (current practice)

• Aerated lagoons

• Hybrid fixed film systems

• Sand filtration systems

• Package pre-treatment plants

Task 5 – Wastewater Treatment and Disposal Alternatives Screening

• Prepare draft technical memorandum presenting results of Tasks 3 and 4, recommending

alternatives that will be carried forward for further evaluation under Task 6.

• Conduct workshop with DCNR and NHDES presenting preliminary evaluation findings.

• Present preliminary and final findings at a public meeting of the Mount Sunapee Advisory

Commission and provide a summary suitable for public distribution. Draft and final reports

shall be posted on DNCR’s website for public review.

• Revise Task 5 technical memorandum addressing stakeholder feedback.

Task 6 – Development and Evaluation of Wastewater System Alternatives.

• Develop and evaluate at least three (3) full-scale system alternatives (combination

of wastewater treatment and effluent disposal schemes) including:

o Advantages/disadvantages of each system alternative.

o Cost evaluation (capital, operating, total present worth).

o Description of staffing, licensing/certification for operators, maintenance, and

monitoring needs.

o Reclaiming the current lagoons and spray fields if not reused.

o Evaluate Potential community impacts, including odor control, recreational

impacts, and compatibility with the surrounding environment.

o Sources of potential funding to construct each alternative (if different between

alternatives).

• Prepare draft technical memorandum presenting results of Task 6, including presentation

of recommended system alternative.

• Conduct workshop with DNCR and NHDES on Task 6 findings.

• Present interim findings to the Mount Sunapee Advisory Commission and public before

final report completion

• Revise Task 6 technical memorandum addressing stakeholder feedback

Task 7 – Study Report

• Prepare a draft study report integrating project information and technical

memoranda.

• Prepare outreach materials and make presentation of final report to the public.

• Prepare final report addressing stakeholder feedback.

• Provide administrative support for public committee meetings.
