PUBLIC NOTICE SUMMIT COUNTY RESOURCE ALLOCATION PARK (SCRAP), SUMMIT COUNTY GOVERNMENTREQUEST FOR PROPOSALSURVEYING SERVICES
Summit County Government is seeking proposals from qualified and licensed land surveyors to provide professional on-call land surveying services for the Summit County Resource Allocation Park (SCRAP) located at 639 Landfill Road Dillon, CO 80435. Services consist of landfill certification, construction staking, quality assurance, drone surveying, aerial photography, and general surveying services.
Submit questions regarding the proposals to Bill.Schenk@summitcountyco.gov and Amanda.McQueer@summitcountyco.gov. Deadline for questions is 12:00pm MST April 30th, 2026.
Said proposals will be accepted by electronic submission to Bill.Schenk@summitcountyco.gov and Amanda.McQueer@summitcountyco.gov or by hardcopy until 12:00pm MST/MDT on Thursday May 14th, 2026.
At said time and place, all proposals that have been duly received will be publicly opened in person and read aloud. The Contract will be awarded to the lowest responsible bidder who best meets the requirement of Summit County and the public interest.
The Summit County Board of County Commissioners reserves the right to reject any or all proposals, to waive irregularities or informalities, and to conduct such investigations or negotiations as it deems necessary to select the most responsible and responsive bid.

Contact Bill Schenk, SCRAP Assistant Director,Bill.Schenk@SummitCountyCO.gov and Amanda.McQueer@summitcountyco.gov, 970-668-4293. foradditional project informationScope of ServicesContractor shall furnish all labor, transportation, and incidentals necessary to perform the Surveying Services forthe Summit County Resource Allocation Park. The contractor will provide timely and responsive services to supportongoing operations, regulatory compliance, and capital improvement projects. Services may be requested at shortnotice and will require coordination with County staff. Services include, but are not limited to landfill certification,construction quality assurance, drone surveying for airspace calculations, aerial photography, and general surveyingneeds.Work shall be completed as set forth in a contract for this project to be negotiated with the County based upon thecontractor’s written proposal.Date and time of serviceService will be performed on an on-call basis. The scheduling basis for surveying work will be agreed upon prior tocontract. Potential schedule should be included in contractor's written proposal.Indemnification and InsuranceContractor shall indemnify and hold harmless the County from and against all claims, damages, losses, and expensesarising out of or resulting from acts or omissions of the Contractor, Contractor’s sub-contractors or otherwise arisingout of the performance of services by Contractor. No later than seven (7) days following the execution of anIndependent Contractor Agreement between the County and Contractor, the Contractor shall provide the County withcertificates of insurance evidencing the types and amounts of insurance specified below:a. Worker’s Compensation and Employer’s Liability:i. Worker’s Compensation must be maintained with the statutory limits.ii. Employer’s liability is required for minimum limits of: $1,000,000 Each Accident $500,000 Disease Policy $1,000,000 Disease Each Employeeb. Commercial General Liability:i. $1,000,000 Each Occurrenceii. $2,000,000 General AggregateSCG Version 02.22iii. $2,000,000 Products Completed Operations Aggregatec. Automobile Liability: Contractor will maintain business auto liability coverage covering liabilityarising out of any auto (including owned, hired and non-owned autos) used in the performance ofservices under this Agreement.i. $1,000,000 Combined Single Limit Each AccidentInsurance coverage shall not be reduced below the limits described above or cancelled without the County’s writtenapproval of such reduction or cancellation. Certificates of such insurance, of agents and subcontractors, shall beprovided to the County upon request. With regard to all insurance, such insurance shall:• Be primary insurance to the full limits of liability herein before stated and, should County have other validinsurance, County insurance shall be excess insurance only; and• Not cancelled without thirty (30) days prior written notice to the County.Proposal FormatCosts for performing services outlined in this request for proposals shall be clearly stated to allow the County toeffectively evaluate each proposal. Summarize the basic approach to providing theservices, and any recommendations on improving efficiencies in the process.QualificationsContractor shall furnish a summary of experience on similar projects and be prepared to provide examples. Include abrief description of past and current projects. Each summary shall include a brief project description and name, addressand phone number of a local contact person involved in the project. The statement of qualifications should also providea summary of contractor's ability to successfully complete the requirements of this RFP.
