OverviewPost InformationPosted At:Wed, Nov 12, 2025 3:00 PMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryPursuant to the Port St. Lucie City Code of Ordinance 35.07, this electronic IFB is being issued to establish a contract with a qualified proposer who will provide Glades Wastewater Treatment Facility Deep Injection Well No. 2 to the City of Port St. Lucie (hereinafter, “City”) as further described in this IFB .
BackgroundThe City of Port St. Lucie Utility Systems Department (USD) currently operates a Class I deep injection well system at the Glades Wastewater Treatment Facility (WWTF). The WWTF is located at 10700 Glades Cutoff Road, Port St. Lucie, Florida. The WWTF’s current treatment capacity is 12 million gallons per day (mgd) and will ultimately be expanded to a treatment capacity of 24 mgd.
The current WWTF injection well system consists of one Class I Industrial deep injection well (IW-1) and an associated dual-zone monitor well (MW-1). The injection well system is used for disposal of treated wastewater and also serves as a backup disposal option for reverse-osmosis concentrate from the James E. Anderson Water Treatment Plant (JEAWTP). Effluent is treated to high-level disinfection standards prior to disposal via the Glades WWTF deep injection well system
Deep injection well IW-1 was completed with a 26-inch diameter steel casing installed to a depth of 2,604 feet below pad level (bpl) and a total depth of 3,200 feet bpl. A nominal 20-inch diameter fiberglass reinforced plastic (FRP) injection tubing was installed inside the final casing to a depth of 2,594 feet bpl. The well has a fluid filled annulus between the final casing and injection tubing. Injection well IW-1 has a permitted disposal capacity of 7,913 gallons per minute (gpm) and a daily maximum injection volume of 11.4 mgd. Dual-zone monitor well MW-1 was constructed with an upper monitor zone of 1,480 to 1,518 feet bpl and a lower monitor zone of 1,751 to 1,810 feet bpl
The USD plans to construct an additional Class I deep injection well (IW-2) at the WWTF to meet future demands.
