Introduction
The City of Patterson (City) is seeking proposals from qualified consultants to prepare its 2025 Urban Water Management Plan (UWMP) in accordance with California Department of Water Resources (DWR) guidelines.
The selected consultant will be responsible for completing all required tasks necessary to produce a compliant UWMP within an accelerated schedule.
Scope of Services
The City does not have a detailed scope of work. It is the responsibility of the proposer to:
• Identify and include all required elements of the 2025 UWMP per DWR guidelines
• Prepare a complete, compliant UWMP document
• Coordinate with City staff as needed for data collection and review
• Prepare administrative draft, public draft and final UWMP
• Incorporate City and public comments
• Support the public review, adoption and DWR approval processIn addition to all the required elements of the UWMP, the proposer shall include and address all applicable requirements of the Sustainable Groundwater Management Act (SGMA), including coordination with the applicable Groundwater Sustainability Plan(s). The scope shall also incorporate considerations related to the Northern Delta-Mendota region, including consistency with any adopted Pumping Reduction Plan requirements and associated groundwater management actions.
The consultant shall further ensure that all required DWR tasks and components are included, even if not explicitly listed in this RFP.
The selected consultant will also be expected to:
• Attend and present at a City Council meeting (anticipated June 16)
• Provide a summary presentation of the UWMP findingsPage 3 of 4
Schedule
Due to statutory deadlines, the project will follow an expedited timeline:
• RFP Release: March 19, 2026
• Proposals Due: March 31, 2026 at 3:00 p.m. PST
• Consultant Selection: April 3, 2026
• City Council Contract Approval: April 21, 2026 (If required)
• Public Draft UWMP Available: No later than May 13, 2026
• Public Comment Period: 30 days
• Final Adoption (City Council): June 16, 2026
• Submit Final UWMP to DWR: July 1, 2026Proposal Requirements
Proposals should be concise and focused, and at a minimum include:
1. Firm Information & Key Staff
2. Relevant Experience with UWMPs
3. Approach to Completing All DWR Requirements
4. Project Schedule Demonstrating Ability to Meet Deadlines
5. References (minimum of 3 recent projects)
6. Cost Proposal (this shall be a separate document from the main proposal)Page 4 of 4
Evaluation Criteria
Proposals will be evaluated based on:
• Understanding of UWMP requirements
• Experience preparing compliant UWMPs
• Ability to meet the accelerated schedule
• Qualifications of project team
• Cost effectivenessProposal Submission
