BASIC INFORMATIONThe Town of Westbrook, Connecticut will undertake a program to revalue all RealProperty, effective October 1, 2026. Contractors interested in providing theRevaluation Services set forth in the attached Specifications are invited to deliver3 (three) copies of the proposals to theOffice, Town Hall, 866Boston Post Road, Westbrook CT 06498, no later than 2:00 PM, December 15th,2025, at which time and place such proposals will be opened, read and recorded.No decisions will be made at the time of the opening. All proposals will beforwarded for review and recommendation to the Assessor.Instructions: All proposals shall be sealed, addressed to theand marked:"Westbrook, Connecticut Proposals for FY2026 Revaluation Services"All information pertaining to the Contractor's technical and managementapproach to completing this project, as well as the proposed cost, timetable andstaffing plan, shall be presented in the proposal. The proposal must address, at aminimum, each of the issues set forth in the Request for Proposals as well as anyaddendums in order to be considered responsive. Any proposal that does notrespond to each issue in the Request for Proposals may be rejected by the Townas non-responsive.The Town reserves the right, in its sole discretion, to reject any and/ or allproposals received if it determines it to be in the best interest of the Town.The Assessor reserves the right to amend this request for proposals at any timeprior to the deadline for submission of proposals and to reject any or all proposalsreceived if it determines it to be in the best interests of the Town. The Town islicensed to utilize the Appraisal Vision CAMA Software of Vision GovernmentSolutions of Cabot, Massachusetts. The town is not looking to change theexisting CAMA software at this time. All data entry will be the responsibility of theContractor.4TOWN OF WESTBROOK RFP FOR A REVALUATION PROGRAM1.1 InformationIn addition to addressing each of the items in the specifications, theContractor must submit, as part of its proposal, the following information:a) A Letter of Transmittal signed by the individual authorized to negotiate ingood faith for the Contractor stating that the offer is effective for at leastsixty (60) Calendar Days from the deadline for the submission of proposals.b) A list of Connecticut Municipalities for which the Contractor has completedRevaluation Programs for last five years, and contact information.c) A list of shoreline municipalities for which the Project Manager hasmanaged revaluation projects.d) A list of Connecticut Revaluation Contracts for which the Contractor iscurrently committed with time table for completion.e) The Town utilizes Vision Government Solutions Version 8 CAMA Software inhouse. Therefore, each Contractor must show evidence of familiarity withthe system by submitting a list of projects previously worked on thatrequired the use of the Vision Government Solutions Version 8 CAMASoftware.f)program.g)pursuant to Connecticut General Statutes 12-2c.h) A bid bond or certified check in the amount of 5% of this bid must besubmitted by the bidder with its bid as a guarantee that, in case thecontract is awarded to it, they will, within ten business days afterappropriation of funds and notice of award, commence to negotiate suchcontract and furnish a satisfactory Performance Bond and Payment Bond,for approval by the Town of Westbrook.i) The Town of Westbrook, in its sole discretion, reserves the right to rejectany and all bids. Bids which are irregular in form, incomplete, conditioned,or qualified may be disregarded and rejected as improper except that theTown may waive any defects or irregularities. All bids are subject toappropriation by the Town of Westbrook.5
