The City of Lauderhill is requesting quotes from qualified vendors for the configuration of GoHighLevel account for City office’s email, SMS/text, and telephone communications as outlined below/attached.

Project Overview:

The goal of this project is to consolidate different communications functions under one system, migrate the office's existing CRM system and provide staff with a working system that can be more efficiently maintained after implementation.

Scope of Services

1. Setup and configure the GoHighLevel account under Office-controlled credentials, with administrator access held by designated staff.

2. Migrate approximately 20,000 existing contact records from Mailchimp into GoHighLevel in a scalable manner.

3. ID and merge duplicate records and provide an import summary.

4. Preserve existing unsubscribe and opt-out records during migration.

5. Delete no source data without written City approval.

6. Configure email sending, templates, contact lists, and basic communications workflows.

7. Coordinate required email-domain authentication and related technical changes with the City’s MIS Department.

8. Configure SMS/text messaging using the City Office’s existing active 10DLC registration under the City of Lauderhill.

9. Configure Sending SMS only to contacts with documented consent to receive text messages.

10. Configure GoHighLevel telephone functionality to route calls to 954-730-3015.

11. Configure appropriate user access for Commission Office staff.

12. Configure available usage alerts or spending limits for metered email, SMS, and telephone charges.

13. Test email, SMS, and telephone functionality.

14. Provide basic staff training and a brief handoff document.

15. Provide at least 10 business days of post-handoff support for defects related to the completed setup.

Existing Environment and Current Stack

City’s Office currently:

• maintains approximately 20,000 contact records in Mailchimp;

• uses separate systems for email and text communications;

• has an active 10DLC registration under the City of Lauderhill; and

• operates on City-owned email accounts, contact data, and communications systems, all of which remain City property and subject to Chapter 119, Florida Statutes

Telephone Configuration

The consultant shall configure GoHighLevel telephone functionality.

The system shall support:

• an approved GoHighLevel telephone number;

• outbound calling;

• routing of inbound calls to 954-730-3015;

• voicemail;

• call history; and

• access for designated City office staff.

Call recording shall be disabled unless authorized in writing.

Any telephone number, carrier service, or related paid feature shall be established under designated City-controlled ownership and shall not be activated without authorization.

Email Domain and MIS Dept. Coordination

The consultant shall configure the technical requirements necessary for authenticated email delivery through GoHighLevel. Any DNS, domain-authentication, email-system, security, or other technical changes involving City systems shall be coordinated with the City of Lauderhill MIS Department and performed only with City authorization. The consultant shall provide MIS with any technical information reasonably required to complete approved configuration changes.

Account and Cost Controls

The consultant shall identify before activation any recurring or usage-based charges associated with: GoHighLevel; email; SMS/MMS; telephone service or telephone numbers; and any required third-party service.

Available spending limits, prepaid balances, or usage alerts shall be configured at the City’s direction.

No additional paid feature or service shall be activated without authorization.

Project Boundaries

This assignment is limited to the setup and migration necessary for email, SMS/text, and telephone communications through GoHighLevel.

It does not include: development of the Office’s broader CRM or relationship-management system; project management; rebuilding the existing Netlify OS portal; Airtable replacement; constituent case management; event or program websites; Lauderhill Shines course migration; SurveyMonkey replacement; social-media management; advertising; AI-agent development; or redesign of unrelated Office workflows.

Any additional work would require separate authorization.

Information Required from Vendors:

- A fixed implementation price;

- Proposed completion timeline;

- Relevant GoHighLevel experience and certifications;

- Assumptions and exclusions;

- Recurring platform and communications costs;

- Any required third-party costs; and

- Confirmation that at least 14 days of post-handoff support for setup defects is included
